A bill to be entitled 1 
An act relating to fees; amending s. 560.502, F.S.; 2 
providing nonrefundable fees for registration, 3 
registration renewal, and late registration renewal 4 
applications as virtual currency kiosk businesses; 5 
providing that registration fees are not prorated; 6 
providing a contingent effective date. 7 
 8 
Be It Enacted by the Legislature of the State of Florida: 9 
 10 
 Section 1.  Paragraph (a) of subsection (3) of s ection 11 
560.502, Florida Statutes, as created by HB 977, 2024 Regular 12 
Session, is amended, paragraph (c) is added to subsection (1), 13 
and paragraphs (c) and (d) are added to subsection (4) of that 14 
section, to read: 15 
 560.502  Virtual currency kiosk business r egistration.— 16 
 (1)  To conduct business as a virtual currency kiosk 17 
business, a person or entity must register with the office as a 18 
virtual currency kiosk business by submitting all of the 19 
following: 20 
 (c)  A nonrefundable registration fee equal to the lice nse 21 
application fee in s. 560.143(1)(b). 22 
 (3)(a)  Registrations are to be renewed annually by 23 
December 31 of the year of expiration. There shall be no 24 
proration of the fee for any registration. To renew such 25

registration, the registrant must submit to the office all of 26 
the following: 27 
 1.  The information required in subsection (2), or an 28 
attestation stating that all the information remains the same as 29 
the prior year. 30 
 2.  Upon request, evidence that the registrant has been 31 
operating in compliance with this part, as the commission may 32 
require by rule, including, but not limited to: 33 
 a.  Current disclosures presented to customers during the 34 
transaction process. 35 
 b.  Current use of blockchain analytics to prevent 36 
transfers to wallet addresses linked to known cr iminal activity. 37 
 3.  A nonrefundable registration renewal fee equal to the 38 
license renewal fee in s. 560.143(2)(b). 39 
 (4)  A virtual currency kiosk business that does not renew 40 
its registration by December 31 of the year of expiration shall 41 
become inactive. A virtual currency kiosk business may not 42 
conduct business while its registration is inactive. The virtual 43 
currency kiosk business may renew its inactive registration 44 
within 60 days after the first day its registration becomes 45 
inactive by submitting all of the following: 46 
 (c)  A nonrefundable late registration renewal fee equal to 47 
the late license renewal fee in s. 560.143(3)(b). 48 
 (d)  A nonrefundable registration renewal fee equal to the 49 
license renewal fee in s. 560.143(2)(b). 50

 Section 2.  This act shall take effect on the same date 51 
that HB 977 or similar legislation takes effect , if such 52 
legislation is adopted in the same legislative session or an 53 
extension thereof and becomes a law. 54
