An act relating to qualifications of the director of 2 
the Division of Emergency Management; amending s. 3 
14.2016, F.S.; requiring the director of the Division 4 
of Emergency Management to meet specified 5 
qualifications; providing an effective date. 6

Be It Enacted by the Legislature of the State of Florida: 8 
 9 
 Section 1.  Subsection (1) of section 14.2016, Florida 10 
Statutes, is amended to read: 11 
 14.2016  Division of Emergency Management. — 12 
 (1)  The Division of Emergency Management is established 13 
within the Executive Office of the Governor. The division shall 14 
be a separate budget entity, as provided in the General 15 
Appropriations Act and shall prepare and submit a budget request 16 
in accordance with chapter 216. The division shall be 17 
responsible for all professional, technical, and administrative 18 
support functions necessary to carry out its responsibilities 19 
under part I of chapter 252. The director of the division sha ll 20 
be appointed by and serve at the pleasure of the Governor and 21 
shall be the head of the division for all purposes. The director 22 
must meet the minimum training and education qualifications 23 
established by division rule. The division shall administer 24 
programs to rapidly apply all available aid to communities 25

stricken by an emergency as defined in s. 252.34 and, for this 26 
purpose, shall provide liaison with federal agencies and other 27 
public and private agencies. 28 
 Section 2.  This act shall take effect July 1, 2024. 29
