A bill to be entitled 1 
An act relating to private aircraft landing 2 
requirements; creating s. 330.42, F.S.; prohibiting a 3 
private aircraft from landing at an airport owned or 4 
operated by a commercial airport authority created by 5 
the Legislature as a dependent special district unless 6 
certain requirements are met; authorizing the airport 7 
authority to impose certain additional requirements 8 
for certain private aircraft; authorizing the airport 9 
authority to require documentation that such 10 
requirements have been met; providing an effective 11 
date. 12

Be It Enacted by the Legislature of the State of Florida: 14 
 15 
 Section 1.  Section 330.42, Florida Statutes, is created to 16 
read: 17 
 330.42  Private aircraft landing standards. — 18 
 (1)  A private aircraft may not land at an airport owned or 19 
operated by a commercial airport authority created by the 20 
Legislature as a dependent special district unless: 21 
 (a)  The aircraft meets Federal Aviation Admin istration 22 
guidelines for Stage 3 operating noise standards when landing. 23 
 (b)  The weight of the aircraft does not exceed the runway 24 
pavement classification for aircraft weight per International 25

Civil Aviation Organization standards for such airport. 26 
 (2)  In addition to the requirements provided in subsection 27 
(1), the airport authority may impose the following requirements 28 
for a private aircraft that weighs at least 75,000 pounds but 29 
not more than 125,000 pounds: 30 
 (a)  Such aircraft's landing frequency and timelines may 31 
not exceed 20 landings per year and may not interfere with 32 
daytime airport operations. 33 
 (b)  Landing fees for such aircraft may be higher than 34 
landing fees for other aircraft. 35 
 (c)  The operator of the aircraft must pay for appropriate 36 
hangar and storage facilities. 37 
 (3)  Before initial landing at an airport owned or operated 38 
by the airport authority, and annually thereafter, the airport 39 
authority may require the operator of a private aircraft to 40 
provide documentation that the requirements im posed under this 41 
section have been met. 42 
 Section 2.  This act shall take effect July 1, 2024. 43
