A bill to be entitled 1 
An act relating to exemption of homesteads; contingent 2 
on the results of a certain election, amending s. 3 
196.031, F.S.; increasing the additional exemption for 4 
certain homesteads; requiring the value of certain 5 
homestead exemptions be adjusted annually; or 6 
increasing the additional exemption for certain 7 
homesteads and requiring the value of certain 8 
homesteads be adjusted annually; providing effective 9 
dates. 10

Be It Enacted by the Legislature of the State of Florida: 12 
 13 
 Section 1.  Effective upon the effective date of the 14 
amendment to the State Constitution proposed by HJR 7015, 2024 15 
Regular Session, or a similar joint resolution having 16 
substantially the same s pecific intent and purpose, if such 17 
amendment to the State Constitution is approved at the general 18 
election held in November 2024 or at an earlier special election 19 
specifically authorized by law for that purpose, and if the 20 
amendment to the State Constitut ion proposed by HJR 7017, 2024 21 
Regular Session, or a similar joint resolution having 22 
substantially the same specific intent and purpose is not 23 
approved at the general election held in November 2024 or at an 24 
earlier special election specifically authorized by law for that 25

purpose, paragraph (b) of subsection (1) of section 196.031, 26 
Florida Statutes, is amended to read: 27 
 196.031  Exemption of homesteads. — 28 
 (1) 29 
 (b)  Every person who qualifies to receive the exemption 30 
provided in paragraph (a) is entitled to a n additional exemption 31 
of up to $50,000 $25,000 on the assessed valuation greater than 32 
$50,000 for all levies other than school district levies. 33 
 Section 2.  Effective upon the effective date of the 34 
amendment to the State Constitution proposed by HJR 7017, 2024 35 
Regular Session, or a similar joint resolution having 36 
substantially the same specific intent and purpose, if such 37 
amendment to the State Constitution is approved at the general 38 
election held in November 2024 or at an earlier special election 39 
specifically authorized by law for that purpose, and if the 40 
amendment to the State Constitution proposed by HJR 7015, 2024 41 
Regular Session or a similar joint resolution having 42 
substantially the same specific intent and purpose is not 43 
approved at the general elec tion held in November 2024 or at an 44 
earlier special election specifically authorized by law for that 45 
purpose, paragraph (b) of subsection (1) of section 196.031, 46 
Florida Statutes, is amended to read: 47

provided in paragraph (a) is entitled to an additional exemption 51 
of up to $25,000 on the assessed valuation greater than $50,000 52 
for all levies other than school district levies. The value of 53 
the exemption provide d in this paragraph shall be reassessed 54 
annually on January 1 using the percentage change in the 55 
Consumer Price Index for All Urban Consumers, U.S. City Average, 56 
all items 1967=100, or successor reports for the preceding 57 
calendar year as initially reported by the United States 58 
Department of Labor, Bureau of Labor Statistics. 59 
 Section 3.  Effective upon the effective date of the 60 
amendment to the State Constitution proposed by HJR 7015, 2024 61 
Regular Session, or a similar joint resolution having 62 
substantially the same specific intent and purpose, if such 63 
amendment to the State Constitution is approved at the general 64 
election held in November 2024 or at an earlier special election 65 
specifically authorized by law for that purpose, and if the 66 
amendment to the Sta te Constitution proposed by HJR 7017, 2024 67 
Regular Session, or a similar joint resolution having 68 
substantially the same specific intent and purpose is also 69 
approved at the general election held in November 2024 or at an 70 
earlier special election specificall y authorized by law for that 71 
purpose, paragraph (b) of subsection (1) of section 196.031, 72 
Florida Statutes, is amended to read:: 73

 (b)  Every person who qualifies to receive the exemption 76 
provided in paragraph (a) is entitled to an additional exemption 77 
of up to $50,000 $25,000 on the assessed valuation greater than 78 
$50,000 for all levies other than school district levies. The 79 
value of the exemption provided in this paragraph shall be 80 
reassessed annually on January 1 u sing the percentage change in 81

 Section 4.  Except as otherwise expressly provided in this 86
