The amendment: 
 Provides that the term “transportation service provider” does not include the Florida 
Department of Transportation (FDOT). 
 Removes the October 1, 2024, deadline for the Commission for the Transportation 
Disadvantaged (CTD) to establish a model system for transportation service providers to 
receive and investigate complaints of adverse incidents. However, these procedures must still 
be established. 
 Specifies requirements for the CTD’s model system to receive and investigate complaints of 
adverse incidents. 
 Requires the Center for Urban Transportation Research to, by January 1, 2025, deliver a 
report on model policies and procedures or best practices for paratransit providers to 
complete trips within an acceptable time after pickup. 
 Requires the I-STREET Living Lab to, by January 1, 2025, deliver a comprehensive report 
on technology and training improvements to better support persons with disabilities using 
paratransit services, and provides a list of items to be reviewed and for I-STREET Living 
Lab to provide recommendations.
