INTRODUCER: Senator Hutson SUBJECT: Transportation Services for Persons with Disabilities and the Transportation Disadvantaged DATE: March 6, 2024 I.Amendments Contained in Message: House Amendment – 517321 (body with title) II.Summary of Amendments Contained in Message: House Amendment – 517321 (body with title) The amendment: Provides that the term “transportation service provider” does not include the Florida Department of Transportation (FDOT). Removes the October 1, 2024, deadline for the Commission for the Transportation Disadvantaged (CTD) to establish a model system for transportation service providers to receive and investigate complaints of adverse incidents. However, these procedures must still be established. Specifies requirements for the CTD’s model system to receive and investigate complaints of adverse incidents. Requires the Center for Urban Transportation Research to, by January 1, 2025, deliver a report on model policies and procedures or best practices for paratransit providers to complete trips within an acceptable time after pickup. Requires the I-STREET Living Lab to, by January 1, 2025, deliver a comprehensive report on technology and training improvements to better support persons with disabilities using paratransit services, and provides a list of items to be reviewed and for I-STREET Living Lab to provide recommendations.
