House Amendment – 126105:  
 
 Changes the effective date for most of the bill from October 1, 2024, to “upon becoming a 
law.” The bill sections creating new timeframes for investigations and preempting certain 
issues related to local ethics commissions are kept at October 1, 2024. 
 Narrows application of a new commission two-thirds vote requirement to require it only for 
deviation from or rejection of a stipulation or settlement recommended by counsel 
representing the commission. The underlying Senate bill requires a commission two-thirds 
vote to deviate from or reject any recommendation of counsel.
