Authorizes DMS to grant governmental entities access to specified electronic systems regarding certain vendors; specifies uses for which state governmental entities may use such systems; authorizes governmental entities to make certain determinations if certain affidavits submitted as part of competitive solicitation are not true; specifies that determination that affidavit is not true or that vendor is not responsible or responsive does not constitute decision or intended decision subject to protest.

Revises circumstances under which Department of Commerce disqualifies claimants from reemployment assistance benefits; requires department to verify claimants' identities before paying benefits; requires department to cross-check certain information; provides duties of department; requires department to maintain web page for specified purpose & to notify employers each year of web page; provides annual reporting requirements.

Renames Agriculture & Aquaculture Producers Natural Disaster Recovery Loan Program as Agriculture & Aquaculture Producers Emergency Loan Program; provides that loan funds from loan program may be used for labor costs & to reset & replant agriculture & aquaculture commodities; increases maximum loan amount applicant may receive during application period; authorizes certain applicants to receive supplemental loan; authorizes department to defer or waive loan payments; establishes Silviculture Emergency Recovery Program within department to administer grant program to assist certain timber land owners; requires that grants be used for certain purposes; requires that only timber land located on specified agricultural lands are eligible for program; requires Citrus Research & Development (CRDF) Foundation to work in coordination with department to provide support for certain activities; requires CRDF Foundation to direct & manage certain program; requires department to assist CRDF Foundation in execution of its duties.

Defines "covered platform"; requires covered platforms to establish process for removal of altered sexual depictions posted without consent of identifiable person; provides requirements for such process; requires notice; provides immunity for good faith compliance; prohibits unreasonable failure to comply; provides remedies; provides exceptions.

Provides that certain certified recovery residences are deemed nontransient residential use of land for specified purpose; prohibits local law, ordinance, or regulation from prohibiting or regulating recovery residence in multifamily structure; requires municipality or county to allow certain certified recovery residences in specified zoned districts without need to obtain changes in certain zoning or land use; authorizes municipality or county to deny establishment of Level IV certified recovery residence for specified use; defines "adjacent to"; provides applicability; revises & providing requirements for personnel-to-resident ratio for Level IV certified recovery residence.

Revises definition of "special mobile equipment"; authorizes DOT to issue special blanket permit for mobile crane operating on & off Interstate Highway System to tow certain motor vehicle; authorizes DOT to issue special blanket permit for mobile crane & accessory support vehicle of certain dimensions to travel on & off Interstate Highway System at all hours, subject to local restrictions; authorizes DOT to issue special blanket permit for mobile crane & accessory support vehicle exceeding certain weight limits to travel on & off Interstate Highway System.

Requires Division of State Fire Marshal to develop & implement statewide behavioral health access program to provide certain mental wellness services & resources to first responders; provides requirements for program; provides that first responders are not required to pay copayment for services & resources; provides training requirements for licensed professional counselors; requires program, by specified date, to develop specified plan & submit plan to Legislature.

Provides requirements for Commission on Ethics relating to prohibited expenditures by WMDs; requires quorum & affirmative vote of majority of members of governing board before any action may be taken by board; requires South Florida WMD to provide specified detailed report; prohibits WMD from using state funds for specified purpose; authorizes districts to levy ad valorem taxes on certain property; provides requirements for maximum total millage rate; provides requirements for South Florida WMD's & other WMD’s budgets; requires WMD to give preference to certain bids, proposals, or replies for certain capital improvement projects; provides requirements for competitive selection process & procurement procedures.

Requires unlicensed vendor providing home repair services to take certain actions within a specified timeframe after receiving payment; provides that unlicensed vendor has burden to prove just cause; provides criminal penalties; modifies exemption from certain permitting requirements for certain solicitors, salespersons, and agents.

Provides that limitations period for offenses concerning specified required reports concerning children does not begin to run until law enforcement agency is made aware of violation.

Specifies circumstances in which Attorney General has exclusive authority to represent certain interests relating to charitable trust having its principal place of administration in this state; prohibits certain public officers of another state from asserting such rights.

Revises provisions for release & use of mitigation bank credits; provides conditions for use of out-of-service-area mitigation credits; provides methodology for determining award of such credits; authorizes alternative release schedules; requires mitigation banks to submit specified accountings to DEP or WMD; requires DEP or WMD to submit specified annual reports to Legislature; requires certain WMDs, upon application by owner of parcel subject to conservation easement, to release conservation easement if specified conditions are met, including obtaining sufficient mitigation credits from mitigation bank; provides for valuation of property upon such release & authorizes such land to be used for development consistent with certain zoning.

Provides that all employee organizations that are certified as bargaining agent, & not just those representing certain employees, may deduct dues & assessments from salaries of certain employees; removes provision requiring certain employee organizations to petition for recertification; provides applicability; requires certain employers to implement outdoor heat exposure safety program that has been approved by specified departments; specifies requirements for safety program; provides responsibilities for certain employers & employees; provides exceptions; requires specified annual training on heat illness & providing requirements for such training; requires DACS, in conjunction with DOH, to adopt specified rules; requires certain contracting agents to contribute funds to qualified benefit providers for benefit of workers; provides contribution amount; requires such contributions to be made within certain time period; provides requirements for such contributions; provides duties of qualified benefit providers; authorizes qualified benefit provider to use specified percentage of contributions for administrative functions; requires worker to select qualified benefit provider; authorizes worker to change his or her qualified benefit provider annually; requires contracting agents to provide certain information to its workers; provides requirements for organization to become qualified benefit provider; provides cause of action.

Prohibits DLA from entering into certain contracts until Attorney General makes specified written determination; requires Attorney General to request proposals from private attorneys after making such determination; provides that written determination does not constitute final agency action that is subject to review; requires contracted private attorneys to maintain certain records & to provide those records to DLA; requires DLA to post & maintain specified information on its website; requires Attorney General to submit annual report to Legislature.

Repeals provisions relating to application of Florida Motor Vehicle No-Fault Law; revises motor vehicle insurance coverages that applicant must show to register certain vehicles with DHSMV; revises garage liability insurance requirements for motor vehicle dealer license applicants; revises financial responsibility requirements for owners or lessees of for-hire passenger transportation vehicles; revises requirements for certificate of deposit that is required if person elects certain method of proving financial responsibility; revises minimum net worth requirements to qualify certain persons as self-insurers; revises coverages that must provide premium charge reduction; revises coverages that are subject to premium discounts for specified motor vehicle equipment; revises coverages that are subject to stacking prohibition; revises coverages of motor vehicle insurance policy for which licensed general lines agent may charge specified fee; revises additional liability insurance requirements for commercial motor vehicles; revises insurance requirements for transportation network company drivers; revises coverages in policy sold in combination with accidental death & dismemberment policy which premium finance company may not finance.
