Prohibits improvements to certain structures from increasing specified assessed values.

Expands period during which petition for compensation for wrongful incarceration may be filed; provides that certain persons who had petitions dismissed or who had not previously filed such petitions may file such petitions; removes provisions excluding persons convicted of violent felonies from compensation; removes other exclusions; revises provisions concerning offset of civil judgments in favor of claimants against awards; provides that CFO may not draw warrant to purchase annuity for claimant in certain circumstances; revises provisions concerning continuing appropriations; provides that certain payments are subject to specific appropriation.

Revises scope of the Dr. & Mrs. Alfonse & Kathleen Cinotti Health Care Screening & Services Grant Program to allow grant funds to be used for screenings, referrals for treatment,& related services for autism; revises requirements for annual grant application submitted by DOH for Early Steps Program to conform to changes made by act; provides purpose for Early Steps Extended Option; authorizes department to implement Early Steps Extended Option regardless of certain federal funding; requires University of Florida Center for Autism & Neurodevelopment to fund specialized summer programs for children with autism spectrum disorder; creates University of Florida Center for Autism and Neurodevelopment.

Requiring, rather than authorizing, that dogs subject to certain dangerous dog investigations which have killed or bitten a human being to a certain severity be immediately confiscated, placed in quarantine if necessary, impounded, and held; requiring the owner of a dog subject to a dangerous dog investigation to provide certain information to an animal control authority; requiring an animal shelter, a humane organization, or certain animal control agencies to provide specified information to potential adopters; revising the conditions under which an owner is authorized to exercise a dangerous dog; revising the civil penalty for violations; providing criminal penalties for persons who resist or obstruct an animal control authority, etc.

Prohibits food establishments from manufacturing, selling, or distributing food that contains specified chemical additives.

Authorizes school district or public school to acquire & maintain supply of undesignated glucagon; requires that undesignated glucagon be stored in secure location that is immediately accessible; authorizes school district or public school to enter into arrangements with manufacturer or supplier to obtain glucagon free of charge or at fair market or reduced price; authorizes school district or public school to accept donated or transferred glucagon that meets certain requirements; authorizes school district or public school to obtain monetary donations or apply for grants to purchase glucagon; authorizes school district or public school to request prescription for glucagon from county health department; authorizes licensed health care practitioner to prescribe glucagon in name of school district or public school; authorizes licensed pharmacist to dispense glucagon pursuant to such prescription; requires participating school to make available undesignated glucagon to be administered as ordered in student's diabetes medical management plan or health care practitioner's orders; requires employee to call for emergency assistance & provide parental notification after administration of glucagon; requires State Board of Education to adopt rules; provides certain persons & entities with immunity from civil & criminal liability.
