A memorial to the Secretary of Homeland Security 2 
urging the United States Department of Homeland 3 
Security to provide guidance and training 4 
opportunities for 287(g) agreements. 5 
 6 
 WHEREAS, President Donald J. Trump, in Executive Order 7 
14159, titled "Protecting the American People Against Invasion", 8 
ordered the Secretary of Homeland Security to work with state 9 
and local law enforcement agencies across the United Sta tes to 10 
ensure their assistance with the protection of the American 11 
people, and 12 
 WHEREAS, President Trump ordered the Secretary of Homeland 13 
Security to enter into 287(g) agreements, under the Immigration 14 
and Nationality Act, 8 U.S.C. s. 1357, with state and local law 15 
enforcement agencies to perform the functions of immigration 16 
officers by assisting the Federal Government with the 17 
investigation, apprehension, and detention of illegal aliens, 18 
and 19 
 WHEREAS, President Trump ordered the Secretary of Homeland 20 
Security to structure 287(g) agreements in the manner that 21 
provides the most effective model for state and local law 22 
enforcement agencies to assist the Federal Government in 23 
enforcing federal immigration laws, and 24  

 WHEREAS, in response to the border crisis, th e Legislature 25 
passed enhanced state laws to combat illegal immigration, making 26 
Florida a national leader in fighting illegal immigration, and 27 
 WHEREAS, Senate Bill 1808 (2022) required county 28 
correctional facilities to enter into 287(g) agreements with the 29 
Federal Government, and 30 
 WHEREAS, to better assist state and local law enforcement 31 
agencies, the Secretary of Homeland Security and the Federal 32 
Government should provide such agencies with guidance and 33 
training opportunities, and 34 
 WHEREAS, Florida is read y to provide assistance, as this 35 
state is home to robust, highly qualified, strategic, year -round 36 
assets for law enforcement training, including the Camp Blanding 37 
Joint Training Center in which the taxpayers have made 38 
significant investments to establish i t as the premier training 39 
facility in the Southeastern United States, and 40 
 WHEREAS, this state's training facilities are available and 41 
prepared to meet the anticipated training and operational needs 42 
of state and local law enforcement agencies entering into 287(g) 43 
agreements, NOW, THEREFORE, 44 
 45 
Be It Resolved by the Legislature of the State of Florida: 46 
 47 
 That the Secretary of Homeland Security is urged to provide 48 
guidance, training opportunities, and any other necessary 49  

directives to ensure cooperation and coordination with 287(g) 50 
agreements and to maximize the state and local law enforcement 51 
agencies impact in assisting the Federal Government in 52 
combatting the effects of the unprecedented flood of illegal 53 
immigration to the United States. 54 
 BE IT FURTHER RESOLVED that the Secretary of State is 55 
directed to dispatch copies of this memorial to the President of 56 
the United States, the President of the United States Senate, 57 
the Speaker of the United States House of Representatives, the 58 
Secretary of Homeland Securi ty, and each member of the Florida 59 
delegation to the United States Congress. 60
