A bill to be entitled 1 
An act relating to regulation of presidential 2 
libraries; creating s. 257.51, F.S.; providing 3 
legislative findings; defining the term "presidential 4 
library"; prohibiting counties, municipalities, or 5 
other political subdivisions from adopting or 6 
enforcing certain local ordinances, regulations, 7 
rules, or policies regarding presidential libraries 8 
unless authorized by federal law; providing an 9 
effective date. 10

Be It Enacted by the Legislature of the State of Florida: 12 
 13 
 Section 1.  Section 257.51, Florida Statutes, is created to 14 
read: 15 
 257.51  Regulation of presidential libraries. — 16 
 (1)  The Legislature finds that presidential libraries are 17 
unique national institutions designated to house, preserve, and 18 
make accessible the records of former presidents. 19 
 (2)  As used in this section, the term "presidential 20 
library" means an institution administered or designated under 21 
the Presidential Libraries Act, as amended, Pub. L. No. 99 -323, 22 
established for the preservation and accessibility of 23 
presidential records and related historical materials. 24 
 (3)  A county, municipality, or other political subdivision 25

of the state may not adopt or enforce a local ordinance, 26 
regulation, rule, or policy that prohibits, restricts, 27 
regulates, or otherwise limits the establishment, maintenance, 28 
or operation of a presidential library or impose any requirement 29 
or restriction thereon, except as otherwise authorized by 30 
federal law. 31 
 Section 2. This act shall take effect upon becoming a law. 32
