Subsection (5) is added to section 1003.64, 21 Florida Statutes, to read: 22 1003.64 Community School Grant Program. —It is the intent 23 of the Legislature to improve student success and well -being by 24 engaging and supporting parents and community organizations in 25 HB 171 2025 CODING: Words stricken are deletions; words underlined are additions. hb171-00 Page 2 of 4 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S their efforts to positively impact student learning and 26 development. 27 (5) YOUTH CONFLICT RESOLUTION AND PEER MEDIATION PILOT 28 PROGRAM.—No later than the 2026 -2027 school year, the center 29 shall administer the Youth Conflict Resolution and Peer 30 Mediation Pilot Program for a period of 3 school years. The 31 center shall implement a conflict resolution and peer mediation 32 curriculum to reduce juvenile violence by equipping students 33 with essential skills for peaceful conflict resolution. The 34 center shall: 35 (a) Seek input from the Department of Education on the 36 selection of a conflict resolution and peer mediation curriculum 37 to implement at each selected school and identify potential ways 38 to integrate the curriculum during the school day to maximize 39 exposure to and use of conflict resolution skills. 40 (b) Identify middle or high schools to participate in the 41 program. Priority shall be given to schools with a high rate of 42 juvenile violence and community partners who will assist with 43 implementation. 44 (c) Require each participating school to: 45 1. Provide training on the curriculum and, where possible, 46 include community partners who interact with the students at the 47 school in such training. 48 2. Provide data and information requested by the center. 52 4. Complete a pre-pilot program and post -pilot program 53 survey created by the center. 54 (d) Monitor the implementation of the pilot program and 55 assist participating sc hools with integrating the curriculum and 56 reinforcing the conflict resolution skills throughout the school 57 day. 58 (e) Collect relevant student discipline data and 59 information relating to the rates of juvenile violence in 60 selected schools before and after i mplementation of the pilot 61 program. 62 (f) Create a pre-pilot program and post -pilot program 63 survey that must be completed by the school administrators, 64 teachers, and parents at participating schools. 65 (g) Provide periodic updates to the department on the 66 implementation of the pilot program. 67 (h) Upon completion of the pilot program, provide a report 68 to the department. The report must include, at a minimum, the 69 following: 70 1. The number of students enrolled at the participating 71 schools. 72 2. The rates of student discipline and juvenile violence 73 in selected schools before the pilot program. 74 3. Recommendations for the inclusion of the curriculum at 79 middle and high schools across the state. 80 81 This subsection expires upon the submission of the report 82 required under paragraph (h). 83 Section 2. This act shall take ef fect upon becoming a law. 84
