ss. 1002.55, 1002.61, 1002.63, and 1002.71, F.S.; 4
revising the instructional hours required to be 5
delivered in the Voluntary Prekindergarten Education 6
Program for school-year and summer programs; providing 7
an effective date. 8

Be It Enacted by the Legislature of the State of Florida: 10

Section 1. Subsectio n (2) of section 1002.55, Florida 12
Statutes, is amended to read: 13
1002.55 School-year prekindergarten program delivered by 14
private prekindergarten providers. — 15
(2) Each school-year prekindergarten program delivered by 16
a private prekindergarten provider mu st comprise at least 1,440 17
540 instructional hours. 18
Section 2. Subsection (2) of section 1002.61, Florida 19
Statutes, is amended to read: 20
1002.61 Summer prekindergarten program delivered by public 21
schools and private prekindergarten providers. — 22
(2) Each summer prekindergarten program delivered by a 23
public school or private prekindergarten provider must: 24
(a) Comprise at least 480 300 instructional hours; 25

(b) Not begin earlier than May 1 of the school year; and 26
(c) Not deliver the program for a ch ild earlier than the 27
summer immediately before the school year for which the child is 28
eligible for admission to kindergarten in a public school under 29
s. 1003.21(1)(a)2. 30
Section 3. Subsection (2) of section 1002.63, Florida 31
Statutes, is amended to read: 32
1002.63 School-year prekindergarten program delivered by 33
public schools.— 34
(2) Each school-year prekindergarten program delivered by 35
a public school must comprise at least 1,440 540 instructional 36
hours. 37
Section 4. Subsection (2) of section 1002.71, Florida 38
Statutes, is amended to read: 39
1002.71 Funding; financial and attendance reporting. — 40
(2) A full-time equivalent student in the Voluntary 41
Prekindergarten Education Program shall be calculated as 42
follows: 43
(a) For a student in a school -year prekindergarten program 44
delivered by a private prekindergarten provider: 1,440 540 45
instructional hours. 46
(b) For a student in a summer prekindergarten program 47
delivered by a public school or private prekindergarten 48
provider: 480 300 instructional hours. 49
(c) For a student in a school -year prekindergarten program 50

delivered by a public school: 1,440 540 instructional hours. 51

Except as provided in subsection (4), a student may not be 53
reported for funding purposes as more than one full -time 54
equivalent student. 55
Section 5. This act shall take effect July 1, 2025. 56
