A bill to be entitled 1 
An act relating to community redevelopment plans; 2 
amending s. 163.360, F.S.; authorizing a community 3 
redevelopment agency to use a specified percentage of 4 
tax increment financing funds for certain business 5 
support services in carrying out approved community 6 
redevelopment plans; providing an effective date. 7 
 8 
Be It Enacted by the Legislature of the State of Florida: 9 
 10 
 Section 1.  Subsection (9) of section 16 3.360, Florida 11 
Statutes, is amended to read: 12 
 163.360  Community redevelopment plans. — 13 
 (9)(a) Upon the approval by the governing body of a 14 
community redevelopment plan or of any modification thereof, 15 
such plan or modification is shall be deemed to be in full force 16 
and effect for the respective community redevelopment area, and 17 
the county or municipality may then cause the community 18 
redevelopment agency to carry out such plan or modification in 19 
accordance with its terms. 20 
 (b)  In carrying out such plan or modification, a community 21 
redevelopment agency may use up to 20 percent of tax increment 22 
financing funds for business support services, including, but 23 
not limited to: 24 
 1.  Payment of rent for a period of 6 months or less for 25

small businesses. 26 
 2.  Professional training and workshops. 27 
 3.  Recruitment and retention. 28 
 4.  Direct loans. 29 
 5.  Program development to attract new businesses. 30 
 6.  Emergency grants and assistance to small businesses 31 
during an emergency as defined by s. 252.34(4). 32 
 Section 2. This act shall take effect July 1, 2025. 33
