CS/CS/HB 381 2025 CODING: Words stricken are deletions; words underlined are additions. hb381-02-c2 Page 1 of 3 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S A bill to be entitled 1 An act relating to platting; amending s. 177.071, 2 F.S.; requiring that preliminary plat or replat 3 submittals be reviewed and approved administratively 4 by a designee or designees of the appropriate local 5 governing body; requiring such designee or designees 6 to review such plat or replat submittal for compliance 7 within a specified timeframe; requiring that written 8 comments be provided to the applicant if the pla t or 9 replat submittal fails to meet specified requirements; 10 requiring that the plat or replat submittal be 11 approved, approved with conditions, or denied within a 12 specified timeframe; providing an exception; 13 prohibiting certain entities from requesting or 14 requiring an applicant to file a written extension of 15 time; creating s. 177.1115, F.S.; requiring the 16 appropriate governing body to issue, within a 17 specified time after recordation of a plat, certain 18 information; providing a penalty; providing an 19 effective date. 20 21 Be It Enacted by the Legislature of the State of Florida: 22 23 Section 1. Subsections (1) and (2) of section 177.071, 24 Florida Statutes, are renumbered as subsections (2) and (3), 25 CS/CS/HB 381 2025 CODING: Words stricken are deletions; words underlined are additions. hb381-02-c2 Page 2 of 3 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S respectively, and subsection (1) is added to that section, to 26 read: 27 177.071 Approval of plat by governing bodies. — 28 (1) Preliminary plat or replat submittals shall be 29 reviewed and approved administratively by a designee or 30 designees of the appropriate local governing body. Within 15 31 days after receipt of a plat or rep lat submittal, the designee 32 or designees of the appropriate local governing body shall 33 review the plat or replat submittal for compliance with s. 34 177.091. If it is determined that such plat or replat submittal 35 fails to meet the requirements of s. 177.091, written comments 36 specifying the areas of noncompliance must be provided to the 37 applicant within the 15 -day review period. The plat or replat 38 submittal must be approved, approved with conditions, or denied 39 within 30 working days from the date that the plat or replat is 40 submitted, unless a written extension of this timeframe is 41 requested by the applicant and approved by the governing body. 42 An official, employee, agent, or designee of the governing body 43 may not request or require the applicant to file a writte n 44 extension of time. 45 Section 2. Section 177.1115, Florida Statutes, is created 46 to read: 47 177.1115 Issuance of address and individual parcel 48 identification numbers after plat recordation; penalty. — 49 (1) Within 20 business days after the recordation of a 50 CS/CS/HB 381 2025 CODING: Words stricken are deletions; words underlined are additions. hb381-02-c2 Page 3 of 3 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S plat by the circuit court clerk or other recording officer, the 51 appropriate governing body shall issue the street and mailing 52 address, along with the individual parcel identification 53 numbers, as contained in the plat offered for recording pursuant 54 to s. 177.091. 55 (2) If the appropriate governing body does not issue the 56 street and mailing address, along with the individual parcel 57 identification numbers, within the 20 -business-day period in 58 subsection (1), the addressing fee shall be reduced by 10 59 percent for each business day that the body fails to issue such 60 information. 61 Section 3. This act shall take effect July 1, 2025. 62
