A bill to be entitled 1 
An act relating to local housing assistance plans; 2 
amending s. 420.9075, F.S.; revising the list of 3 
persons with special housing needs for purposes of a 4 
certain program to include persons who own mobile 5 
homes placed in mobile home parks; including lot 6 
rental assistance in the strategies for the provision 7 
of affordable housing for which a local housing 8 
assistance plan may allocate funds; requiring each 9 
county and eligible municipality to include in its 10 
local housing assistance plan the provision of funds 11 
to certain persons for a specified purpose; requiring 12 
that certain funds reserved for home ownership be used 13 
to provide lot rental assistance to certain eligible 14 
persons; authorizing counties and eligible 15 
municipalities to use certain funds for the 16 
construction, rehabilitation, or emergency repair of 17 
certain mobile homes; prohibiting a county or an 18 
eligible municipality from distinguishing or 19 
discriminating between t ypes of housing when awarding 20 
certain funds; providing an effective date. 21

Be It Enacted by the Legislature of the State of Florida: 23

 Section 1.  Subsection (1) and paragraphs (a), (c), and (e) 25

of subsection (5) of section 420.9075, Florida Statut es, are 26 
amended, and paragraph (h) is added to subsection (3) of that 27 
section, to read: 28 
 420.9075  Local housing assistance plans; partnerships. — 29 
 (1)(a)  Each county or eligible municipality participating 30 
in the State Housing Initiatives Partnership Progr am shall 31 
develop and implement a local housing assistance plan created to 32 
make affordable residential units available to persons of very 33 
low income, low income, or moderate income and to persons who 34 
have special housing needs, including, but not limited to , 35 
homeless people, the elderly, migrant farmworkers, and persons 36 
with disabilities, and persons who own mobile homes placed in 37 
mobile home parks as defined in s. 723.003 . Counties or eligible 38 
municipalities may include strategies to assist persons and 39 
households having annual incomes of not more than 140 percent of 40 
area median income. The plans are intended to increase the 41 
availability of affordable residential units by combining local 42 
resources and cost-saving measures into a local housing 43 
partnership and using private and public funds to reduce the 44 
cost of housing. 45 
 (b)  Local housing assistance plans may allocate funds to: 46 
 1.  Implement local housing assistance strategies for the 47 
provision of affordable housing , including lot rental assistance 48 
for persons who own mobile homes placed in mobile home parks as 49 
defined in s. 723.003 . 50

 2.  Supplement funds available to the corporation to 51 
provide enhanced funding of state housing programs within the 52 
county or the eligible municipality. 53 
 3.  Provide the local mat ching share of federal affordable 54 
housing grants or programs. 55 
 4.  Fund emergency repairs, including, but not limited to, 56 
repairs performed by existing service providers under 57 
weatherization assistance programs under ss. 409.509 -409.5093. 58 
 5.  Further the housing element of the local government 59 
comprehensive plan adopted pursuant to s. 163.3184, specific to 60 
affordable housing. 61 
 (3) 62 
 (h)  Each county and each eligible municipality shall 63 
include in its local housing assistance plan the provision of 64 
funds for lot rental assistance to persons who own mobile homes 65 
placed in mobile home parks as defined in s. 723.003. 66 
 (5)  The following criteria apply to awards made to 67 
eligible sponsors or eligible persons for the purpose of 68 
providing eligible housing: 69 
 (a)  At least 65 percent of the funds made available in 70 
each county and eligible municipality from the local housing 71 
distribution must be reserved for home ownership for eligible 72 
persons. For eligible persons who own mobile homes placed in 73 
mobile home parks as defined in s. 723.003, such funds must be 74 
used to provide lot rental assistance. 75

 (c)  At least 75 percent of the funds made available in 76 
each county and eligible municipality from the local housing 77 
distribution must be reserved for construction, reha bilitation, 78 
or emergency repair of affordable, eligible housing , including, 79 
but not limited to, mobile homes placed in mobile home parks as 80 
defined in s. 723.003 . 81 
 (e)  A county or an eligible municipality may not 82 
distinguish or discriminate between types of housing when 83 
awarding funds from the local housing distribution under this 84 
section Not more than 20 percent of the funds made available in 85 
each county and eligible municipality from the local housing 86 
distribution may be used for manufactured housing . 87 
 Section 2. This act shall take effect July 1, 2025. 88
