Section 381.992, Florida Statutes, is crea ted 16 to read: 17 381.992 Type 1 diabetes early detection program. — 18 (1) The Department of Health, in collaboration with school 19 districts throughout the state, shall develop informational 20 materials for the early detection of Type 1 diabetes for parents 21 and guardians of students. The informational materials shall be 22 made available to each early learning coalition, school 23 district, and charter school through the department's website. 24 (2) Within 90 days after July 1, 2025, the department 25 CS/CS/HB 723 2025 CODING: Words stricken are deletions; words underlined are additions. hb723-02-c2 Page 2 of 3 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S shall develop the mate rials related to the early detection of 26 Type 1 diabetes and post the information on its website. The 27 department shall develop a standardized methodology for each 28 early learning coalition, school district, and charter school 29 for the notification of the pare nts or guardians of voluntary 30 prekindergarten, kindergarten, and first -grade students, by 31 September 30, 2025, and annually thereafter, of the availability 32 of the Type 1 diabetes early detection materials. 33 (3) Information provided to parents and guardians shall 34 include, but not be limited to, all of the following: 35 (a) A description of Type 1 diabetes. 36 (b) A description of the risk factors and warning signs 37 associated with Type 1 diabetes. 38 (c) A description of the process for screening students 39 for early detection of Type 1 diabetes using a blood 40 autoantibody test. 41 (d) A recommendation for further evaluation for students 42 displaying warning signs associated with Type 1 diabetes or 43 positive early detection screening results. 44 Section 2. Subsection ( 5) of section 1002.53, Florida 45 Statutes, is amended to read: 46 1002.53 Voluntary Prekindergarten Education Program; 47 eligibility and enrollment. — 48 (5) The early learning coalition shall provide each parent 49 enrolling a child in the Voluntary Prekindergarten Education 50 CS/CS/HB 723 2025 CODING: Words stricken are deletions; words underlined are additions. hb723-02-c2 Page 3 of 3 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S Program with a profile of every private prekindergarten provider 51 and public school delivering the program within the county where 52 the child is being enrolled. The profiles shall be provided to 53 parents in a format prescribed by the department in accordance 54 with s. 1002.92(3). The early learning coalition must also 55 annually notify parents and guardians of the availability of 56 informational materials for the early detection of Type 1 57 diabetes pursuant to s. 381.992. 58 Section 3. This act shall take effect July 1, 2025. 59
