A bill to be entitled 1 
An act relating to toll discounts for veteran -owned 2 
businesses; amending s. 338.155, F.S.; providing a 3 
discount for certain veteran -owned businesses on 4 
payment of tolls for the use of toll facilities; 5 
providing requirements to qualify for the exemption; 6 
providing requirements for the discount; requiring the 7 
Florida Turnpike Enterprise in coordination with the 8 
Department of Veterans' Affairs and the Department of 9 
Management Services to administer the discount 10 
program; establishing a 2 -year pilot program and 11 
reporting requirements; providing an effective date. 12

Be It Enacted by the Legislature of the State of Florida: 14 
 15 
 Section 1.  Paragraph (a) of subsection (1) of section 16 
338.155, Florida Statutes, is amended to read: 17 
 338.155  Payment of toll on toll facilities required; 18 
exemptions.— 19 
 (1)(a)  A person may not use a toll facility without 20 
payment of tolls, except: 21 
 1.  An employee of the agency operating the t oll project 22 
when using the toll facility on official state business. 23 
 2.  State military personnel while on official military 24 
business. 25

 3.  A person with a disability as provided in subsection 26 
(3). 27 
 4.  A person exempt from toll payment by the authorizing 28 
resolution for bonds issued to finance the facility. 29 
 5.  A person exempt on a temporary basis where use of such 30 
toll facility is required as a detour route. 31 
 6.  A law enforcement officer operating an official vehicle 32 
while on official law enforcement bu siness. 33 
 7.  A person operating a fire vehicle while on official 34 
business or a rescue vehicle while on official business. 35 
 8.  A person participating in the funeral procession of a 36 
law enforcement officer or firefighter killed in the line of 37 
duty. 38 
 9.a.  A veteran-owned business, pursuant to a 2 -year pilot 39 
program established by the department consistent with this 40 
subparagraph. To be eligible, the business must: 41 
 (I)  Be a veteran business enterprise as defined in s. 42 
295.187 and be certified by the Department of Management 43 
Services. 44 
 (II)  Demonstrate regular commercial use of toll roads 45 
through automated toll accounts. 46 
 b.  Eligible businesses shall receive a 50 percent discount 47 
on business-related toll expenses incurred on Florida toll 48 
roads. The discount applies only to registered commercial 49 
vehicles used for business operations. 50

 c.  The program will be administered by the Florida 51 
Turnpike Enterprise in coordination with the Department of 52 
Veterans' Affairs and the Department of Management Services . 53 
 d.  Veteran-owned businesses must apply annually, providing 54 
proof of veteran ownership and toll usage. 55 
 e.  Discounts will be applied through automated toll 56 
accounts. 57 
 f.  The department shall prepare a review and impact report 58 
of the pilot program and submit its findings to the Legislature 59 
by July 1, 2026. The report must assess participation rates, 60 
fiscal impact, and recommendations for continuation or 61 
expansion. 62 
 Section 2. This act shall take effect July 1, 2025. 63
