An act relating to forms of identification; amending 2
s. 97.0535, F.S.; expanding the list of acceptable 3
forms of identification for certain voter registration 4
applicants to include United States passport cards and 5
United States Merchant Mariner Credentials; amending 6
ss. 322.051 and 322.14, F.S.; requiring that certain 7
identification cards and driver licenses exhibit 8
specified letters to denote that they have bee n issued 9
to a noncitizen; reenacting ss. 101.6921(1) and 10
101.6923(1), F.S., relating to certain voters who are 11
required to submit certain identification before 12
voting, to incorporate the amendments made by the act; 13
reenacting s. 322.01(6), F.S., relating t o the 14
definition of the term "color photographic driver 15
license," to incorporate the amendment made by the 16
act; providing an effective date. 17

Be It Enacted by the Legislature of the State of Florida: 19

Section 1. Paragraph (a) of subsection (3) of s ection 21
97.0535, Florida Statutes, is amended to read: 22
97.0535 Special requirements for certain applicants. — 23
(3)(a) The following forms of identification are shall be 24
considered current and valid if they contain the name and 25

photograph of the applicant and have not expired: 26
1. United States passport or passport card. 27
2. Debit or credit card. 28
3. Military identification. 29
4. Student identification. 30
5. Retirement center identification. 31
6. Neighborhood association identification. 32
7. Public assistance identification. 33
8. Veteran health identification card issued by the United 34
States Department of Veterans Affairs. 35
9. A license to carry a concealed weapon or firearm issued 36
pursuant to s. 790.06. 37
10. Employee identification card issued by any branch, 38
department, agency, or entity of the Federal Government, the 39
state, a county, or a municipality. 40
11. United States Merchant Mariner Credential. 41
Section 2. Paragraph (f) is added to subsection (8) of 42
section 322.051, Florida Statutes, to read: 43
322.051 Identification cards. — 44

(f) The letters "NC" must be exhibited on the 46
identification card of a person who submitted any of the 47
documents required pursuant to s. 322.08(2)(c)5., 7., or 8. to 48
denote that such person is a noncitizen. 49

section 322.14, Florida Statutes, to read: 51
322.14 Licenses issued to drivers. — 52

(g) The letters "NC" must be exhibited on the driver 54
license of a person who submitted any of the documents required 55
pursuant to s. 322.08(2)(c)5., 7., or 8. to denote that such 56
person is a noncitizen. 57
Section 4. For the purpose of incorporating the amendment 58
made by this act to section 97.0535, Florida Statutes, in 59
references thereto, subsection (1) of section 101.6 921, Florida 60
Statutes, is reenacted to read: 61
101.6921 Delivery of special vote -by-mail ballot to 62
certain first-time voters.— 63
(1) The provisions of this section apply to voters who are 64
subject to the provisions of s. 97.0535 and who have not 65
provided the identification or certification required by s. 66
97.0535 by the time the vote -by-mail ballot is mailed. 67
Section 5. For the purpose of incorporating the amendment 68
made by this act to section 97.0535, Florida Statutes, in 69
references thereto, subsection ( 1) of section 101.6923, Florida 70
Statutes, is reenacted to read: 71
101.6923 Special vote -by-mail ballot instructions for 72
certain first-time voters.— 73
(1) This section applies to voters who are subject to s. 74
97.0535 and who have not provided the identificat ion or 75

information required by s. 97.0535 by the time the vote -by-mail 76

Section 6. For the purpose of incorporating the amendment 78
made by this act to section 322.14, Florida Statutes, in a 79
reference thereto, subsection (6) of section 3 22.01, Florida 80
Statutes, is reenacted to read: 81
322.01 Definitions. —As used in this chapter: 82
(6) "Color photographic driver license" means a color 83
photograph of a completed driver license form meeting the 84
requirements prescribed in s. 322.14. 85
Section 7. This act shall take effect July 1, 2025. 86
