A bill to be entitled 1 
An act relating to crisis care coordination; creating 2 
s. 394.6581, F.S.; requiring the Department of 3 
Children and Families to implement, subject to 4 
appropriation, Crisis Care Coordination Pilot Programs 5 
in specified counties for certain purposes; providing 6 
requirements for the pilot programs; requiring the 7 
department to contract for an independent evaluation 8 
of the pilot programs and submit a report t o the 9 
Governor and the Legislature by a specified date; 10 
providing rulemaking authority; providing for 11 
expiration of the pilot programs; providing an 12 
effective date. 13

Be It Enacted by the Legislature of the State of Florida: 15 
 16 
 Section 1.  Section 394. 6581, Florida Statutes, is created 17 
to read: 18 
 394.6581  Crisis Care Coordination Pilot Programs. — 19 
 (1)  Subject to a specific appropriation, the department 20 
shall establish and implement Crisis Care Coordination Pilot 21 
Programs in Polk and Volusia Counties. T he purpose of the pilot 22 
programs is to reduce repeat involuntary examinations initiated 23 
by law enforcement, provide persons who are experiencing an 24 
acute mental health crisis an option for crisis intervention 25

other than the use of law enforcement, reduce t heir level of 26 
followup interaction with law enforcement officers post crisis, 27 
and assist them with engagement in behavioral health care. 28 
 (a)  The pilot programs shall facilitate partnerships 29 
between law enforcement agencies in Polk and Volusia Counties 30 
and organizations in the coordinated system of care under s. 31 
394.4573 that are operating in those counties by placing crisis 32 
counselors within law enforcement agencies to intervene with and 33 
provide followup care for persons who are experiencing or have 34 
experienced an acute mental health crisis and their families and 35 
support networks. 36 
 (b)  The pilot programs shall be implemented by nationally 37 
accredited community mental health centers in partnership with 38 
local law enforcement. 39 
 (2)  Crisis counselors placed i n law enforcement agencies 40 
shall provide support and assistance to persons who are 41 
experiencing or have experienced an acute mental health crisis, 42 
connecting them to the coordinated system of care. Duties of 43 
crisis counselors shall include: 44 
 (a)  Intervening when law enforcement is contacted relating 45 
to a person experiencing an acute mental health crisis to make 46 
observations and provide information to responding officers, 47 
conduct assessments, de -escalate the crisis situation, or 48 
provide referrals, as appro priate. 49 
 (b)  Follow up with such persons following an acute mental 50

health crisis involving law enforcement, such as an involuntary 51 
examination as defined in s. 394.455 initiated by law 52 
enforcement. A person's involvement with followup care shall be 53 
voluntary. Such followup care by crisis counselors may include, 54 
but need not be limited to: 55 
 1.  Conducting assessments. 56 
 2.  Providing individualized safety planning tailored to 57 
the person's needs and risks. 58 
 3.  Providing supportive counseling. 59 
 4.  Assisting persons in accessing recommended mental 60 
health services and substance abuse services. 61 
 5.  Assisting persons in adhering to discharge plans. 62 
 6.  Providing care coordination as defined in s. 63 
394.4573(1), unless a person is already receiving that service 64 
from another organization. 65 
 (3)  The pilot programs shall establish formal partnerships 66 
through written referral agreements and information exchange 67 
procedures with, at a minimum, providers of mental health 68 
services and substance abuse services, local hosp itals licensed 69 
under chapter 395, and not -for-profit agencies and other 70 
organizations which can be of assistance to persons who are 71 
experiencing or have experienced an acute mental health crisis 72 
and their families and support networks. Such agreements shal l, 73 
at a minimum, facilitate timely access to community -based 74 
behavioral health services and other local systems and entities 75

as provided in the person's discharge plan. 76 
 (4)  The department shall contract for an independent 77 
evaluation of the pilot programs regarding, at a minimum, their 78 
effectiveness and return on investment. By January 15, 2029, the 79 
department shall submit a report of the findings of the 80 
evaluation of the pilot programs to the Governor, the President 81 
of the Senate, and the Speaker of the H ouse of Representatives, 82 
which shall include, at a minimum: 83 
 (a)  The amount of time that law enforcement officers were 84 
engaged in responses to persons who were experiencing or had 85 
experienced an acute mental health crisis. 86 
 (b)  Repeat involuntary examina tions initiated by law 87 
enforcement. 88 
 (c)  Engagement in post -crisis mental health and substance 89 
abuse services among persons served by the programs. 90 
 (d)  The effectiveness of the pilot program services. 91 
 (e)  Recommendations regarding enhancements to, and 92 
continuation and expansion of, the pilot programs. 93 
 (5)  The department may adopt rules to implement this 94 
section. 95 
 (6)  This section expires June 30, 2029. 96 
 Section 2. This act shall take effect July 1, 2025. 97
