Paragraph (b) of subsection (17) of section 30 1002.20, Florida Statutes, is amended to read: 31 1002.20 K-12 student and parent rights. —Parents of public 32 school students must receive accurate and timely information 33 regarding their child's academic progress and must be informed 34 of ways they can help their child to succeed in school. K -12 35 students and their parents are afforded numerous statutory 36 rights including, but not limited to, the following: 37 (17) ATHLETICS; PUBLIC HIGH SCHOOL. — 38 (b) Medical evaluation and electrocardiogram .—Students 39 must satisfactorily pass a medical evaluation each year and, as 40 applicable under s. 1006.20, receive an electrocardiogram from 41 an appropriate health care practitioner or the school district 42 before participating i n athletics, unless the parent objects in 43 writing based on religious tenets or practices, in accordance 44 with the provisions of s. 1006.20(2)(d), or the school district 45 is unable to obtain a public or private partnership for the 46 provision of an electrocardi ogram pursuant to s. 1006.165 . 47 Section 2. Paragraphs (c) and (d) of subsection (2) of 48 section 1006.20, Florida Statutes, are amended, and paragraph 49 (n) is added to that subsection, to read: 50 CS/CS/HB 1135 2025 CODING: Words stricken are deletions; words underlined are additions. hb1135-02-c2 Page 3 of 6 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S 1006.20 Athletics in public K -12 schools.— 51 (2) ADOPTION OF BYLAWS, POLICIES, OR GUIDELINES. — 52 (c)1. The FHSAA shall adopt bylaws that require all 53 students participating in interscholastic athletic competition 54 or who are candidates for an interscholastic athletic team to 55 satisfactorily pass a medical evaluation e ach year before 56 participating in interscholastic athletic competition or 57 engaging in any practice, tryout, workout, conditioning, or 58 other physical activity associated with the student's candidacy 59 for an interscholastic athletic team, including activities that 60 occur outside of the school year. Such medical evaluation and an 61 electrocardiogram required under subparagraph 2. may be 62 administered only by a practitioner licensed under chapter 458, 63 chapter 459, chapter 460, or s. 464.012 or registered under s. 64 464.0123, or a practitioner who holds an active equivalent 65 licensure issued by the state in which the medical evaluation 66 and electrocardiogram are performed, and in good standing with 67 the practitioner's regulatory board. The bylaws shall establish 68 requirements for eliciting a student's medical history and 69 performing the medical evaluation required under this paragraph, 70 which shall include a physical assessment of the student's 71 physical capabilities to participate in interscholastic athletic 72 competition as contained in a uniform preparticipation physical 73 evaluation and history form. The evaluation form shall 74 incorporate the recommendations of the American Heart 75 CS/CS/HB 1135 2025 CODING: Words stricken are deletions; words underlined are additions. hb1135-02-c2 Page 4 of 6 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S Association for participation cardiovascular screening and shall 76 provide a place for the signature of the practitioner performing 77 the evaluation with an attestation that each examination 78 procedure listed on the form was performed by the practitioner 79 or by someone under the direct supervision of the practitioner. 80 The form shall also contain a place for the practitioner to 81 indicate if a referral to another practitioner was made in lieu 82 of completion of a certain examination procedure. The form shall 83 provide a place for the practitioner to whom the student was 84 referred to complete the remaining sections and at test to that 85 portion of the examination. The preparticipation physical 86 evaluation form shall advise students to complete a 87 cardiovascular assessment and shall include information 88 concerning alternative cardiovascular evaluation and diagnostic 89 tests. Results of such medical evaluation must be provided to 90 the school. A student is not eligible to participate, as 91 provided in s. 1006.15(3), in any interscholastic athletic 92 competition or engage in any practice, tryout, workout, or other 93 physical activity associat ed with the student's candidacy for an 94 interscholastic athletic team until the results of the medical 95 evaluation have been received and approved by the school. 96 2. Beginning in the 202 8-2029 school year and thereafter, 97 each student who is in grades 9 thro ugh 12 and is participating 98 in interscholastic athletic competition or who is a candidate 99 for an interscholastic athletic team for the first time must 100 CS/CS/HB 1135 2025 CODING: Words stricken are deletions; words underlined are additions. hb1135-02-c2 Page 5 of 6 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S complete at least one electrocardiogram screening that meets the 101 requirements of s. 1006.165. 102 (d) Notwithstanding the provisions of paragraph (c), a 103 student may participate in interscholastic athletic competition 104 or be a candidate for an interscholastic athletic team if the 105 parent of the student objects in writing to the student 106 undergoing a medical evalua tion or receiving an 107 electrocardiogram because such evaluation or electrocardiogram 108 is contrary to his or her religious tenets or practices. 109 However, in such case, there shall be no liability on the part 110 of any person or entity in a position to otherwise r ely on the 111 results of such medical evaluation or electrocardiogram for any 112 damages resulting from the student's injury or death arising 113 directly from the student's participation in interscholastic 114 athletics where an undisclosed medical condition that would have 115 been revealed in the medical evaluation or electrocardiogram is 116 a proximate cause of the injury or death. 117 (n) The FHSAA shall adopt bylaws or policies that prohibit 118 a student athlete who receives an abnormal electrocardiogram 119 result from participati ng in tryouts, practice, or competition 120 until the student submits to the school a written medical 121 clearance to participate. Medical clearance must be authorized 122 by an appropriate health care practitioner listed in 123 subparagraph (c)1. who is trained in the d iagnosis, evaluation, 124 and management of electrocardiograms. Subsection (3) is added to section 1006.165, 131 Florida Statutes, to read: 132 1006.165 Well-being of students participating in 133 extracurricular activities; training. — 134 (3) Each school district must pursue public and private 135 partnerships to provide low-cost electrocardiograms to the 136 student. A student athlete is exempt from the requirement i n s. 137 1006.20(2)(c)2. if he or she resides in a school district that 138 is unable to obtain a public or private partnership to provide 139 an electrocardiogram at a rate of less than $20 per student. 140 Section 4. This act shall take effect July 1, 2025. 141
