Section 14.2032, Florida Statutes, is created 24 to read: 25 HB 1345 2025 CODING: Words stricken are deletions; words underlined are additions. hb1345-00 Page 2 of 4 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S 14.2032 Public-private Partnership Oversight Authority. — 26 (1) The Public-private Partnership Oversight Authority is 27 established within the Executive Office of the Governor to 28 manage the Public-private Partnership Infrastructure Program. 29 (2) The Public-private Partnership Oversight Authority is 30 made up of the following members: 31 (a) The Secretary of Transportation or his or her 32 designee. 33 (b) The Secretary of Environmental Protection or his or 34 her designee. 35 (c) The director of the Division of Emergency Management 36 or his or her designee. 37 (d) Two private-sector experts on public -private 38 partnerships, infrastructure, or resiliency. 39 (3) The Public-private Partnership Oversight Authority 40 shall choose projects from the portfolio created under s. 41 380.0931(4). The Public -private Partnership Oversight Authority 42 shall serve as project managers on su ch projects. 43 (4) The Public-private Partnership Oversight Authority 44 shall report annually on the projects developed under the 45 Public-private Partnership Infrastructure Program. The status of 46 individual projects must be updated in real time on a publicly 47 available website. 48 Section 2. Section 380.0931, Florida Statutes, is created 49 to read: 50 HB 1345 2025 CODING: Words stricken are deletions; words underlined are additions. hb1345-00 Page 3 of 4 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S 380.0931 Public-private Partnership Infrastructure 51 Program.— 52 (1) The Public-private Partnership Infrastructure Program 53 is created within the Executive Office of t he Governor under the 54 authority of the Public -private Partnership Oversight Authority 55 established in s. 14.2032. 56 (2) The purpose of the program is to foster private 57 investment in infrastructure and resiliency projects by having a 58 single point of contact for project management. 59 (3) The Public-private Partnership Infrastructure Program 60 shall create a fund that collects allocated funds, bond 61 issuance, disaster mitigation reserves, grants, and 62 contributions from the public. Such fund shall be used for 63 projects selected by the Public -private Partnership Oversight 64 Authority. 65 (4) The Public-private Partnership Infrastructure Program 66 shall create a portfolio of potential projects for: 67 (a) Critical public infrastructure repair and upgrades to 68 seawalls, stormwater drainage, and other resilience -related 69 projects. 70 (b) Resiliency measures designed to withstand extreme 71 weather, mitigate flooding, and combat coastal erosion. Such 72 measures include: 73 1. Purchasing residential property from individuals 76 voluntarily leaving areas at high risk of flooding. 77 3. Infrastructure hardening and natural buffers. 78 4. Large-scale sea walls, levees, and elevated flood 79 barriers. 80 5. Expansion and restoration of natural protective 81 systems. 82 (5) Notwithstanding any other law, a Public -private 83 Partnership Infrastructure Program project is exempt from all 84 permitting, zoning, procurement, or other laws that would delay 85 the completion of the project. 86 (6) The Public-private Partnership Infrastructure Program 87 may work with vocational schools and apprenticeship programs to 88 train workers in resiliency construction. 89 (7) The Public-private Partnership Oversight Authority 90 shall adopt rules to implement this section. 91 Section 3. This act shall take effect upon becoming a law. 92
