A bill to be entitled 1 
An act relating to public records; amending s. 2 
381.992, F.S.; providing a public records exemption 3 
for information held in the Parkinson's Disease 4 
Research Program Registry which provides background 5 
information on individuals served by the Parkinson's 6 
Disease Research Program; providing for future 7 
legislative review and repeal of the exemption; 8 
providing a statement of public necessity; providing a 9 
contingent effective date. 10

Be It Enacted by the Legislature of the State of Florida: 12 
 13 
 Section 1.  Subsection (7) is added to section 381.992, 14 
Florida Statutes, as created by HB 1545, 2025 Regular Session, 15 
to read: 16 
 (7)  PUBLIC RECORDS EXEMPTION. —Any information held in the 17 
Parkinson's Disease Research Program Registry created under 18 
paragraph (2)(c) which provides background information on 19 
individuals served by the program, along with any related 20 
information that is derived or created from the information, is 21 
exempt from s. 119.07(1) and s. 24(a), Art. I of the State 22 
Constitution, except that the information may be shared with 23 
another governmental entity in the furtherance of its duties and 24 
responsibilities without waiving such exemption. This subsection 25

is subject to the Open Government Sunset Review Act in 26 
accordance with s. 119.15 and shall stand repealed on October 2, 27 
2030, unless reviewed and saved from repeal through reenactment 28 
by the Legislature. 29 
 Section 2. The Legislature finds that it is a public 30 
necessity to make confidential and exempt from disclosure 31 
information held in the Parkinson's Disease Research Program 32 
Registry which would identify an individual. Such personal 33 
identifying health care information, if publicly available, 34 
could be used to invade the personal privacy of the individual 35 
identified in the registry. Furthermore, the disclosure of such 36 
information could hinder the effective and efficient 37 
administration of the registry. Finally, access to such 38 
information could be used to solicit or harass an individual 39 
identified in the registry. Thus, the Legislature finds that 40 
information held in the Parkinson's Disease Research Program 41 
Registry which would identify an individual should be 42 
confidential and exempt from public records requirements. 43 
 Section 3. This act shall take effect on the same date 44 
that HB 1545 or similar legislation takes effect, if such 45 
legislation is adopted in the same legislative session or an 46 
extension thereof and becomes a law . 47
