Section 585.713, as created by HB 1481, 2025 12 Regular Session, is amended to read: 13 585.713 Certificate of registration and inspection. — 14 (1) Each dog breeder within this state must apply to the 15 department, on a form supplie d by the department, for a 16 certificate of registration. Each application for a certificate 17 of registration must be accompanied by a registration fee in an 18 amount determined by the department. 19 (2) The certificate of registration must be renewed 20 annually on its anniversary date upon satisfactorily showing 21 that the applicant has complied with this part and department 22 rules and has paid the an annual renewal fee in an amount 23 determined by the department . 24 (3) Neither the certificate of registration fee nor t he 25 HB 1583 2025 CODING: Words stricken are deletions; words underlined are additions. hb1583-00 Page 2 of 2 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S annual renewal fee may exceed $500. 26 (4)(3) The department shall provide to each dog breeder 27 subject to this section a written notice and renewal form no 28 less than 60 days before the annual renewal date, which informs 29 the dog breeder of the certificate of registration renewal date 30 and the applicable fee . 31 (5)(4) The department may assess penalties for late 32 filing, not to exceed $500. Upon application before the renewal 33 date, the department may, for good cause, such as a natural 34 disaster, hardship, or u nusual circumstance, supported by 35 written documentation, extend the renewal date without penalty 36 for up to 90 days. 37 (6)(5) The department shall issue a certificate of 38 inspection to any dog breeding facility that meets the 39 requirements of this part and de partment rules. 40 (7)(6) Each dog breeder and dog breeding facility must 41 conspicuously post its certificate of registration and 42 certificate of inspection, respectively, in a place that is in 43 clear and unobstructed public view. 44 Section 2. This act shall take effect on the same date 45 that HB 1481 or similar legislation takes effect , if such 46 legislation is adopted in the same legislative session or an 47 extension thereof and becomes a law. 48
