A bill to be entitled 1 
An act relating to automated external defibrillators 2 
on school grounds; providing a short title; creating 3 
s. 1003.457, F.S.; requiring public schools, including 4 
charter schools, to have at least one automated 5 
external defibrillator on school grounds by a 6 
specified date; providing requirements for the 7 
placement and maintenance of the defibrillators; 8 
providing immunity from liability for school employees 9 
and volunteers under the Good Samaritan Act and the 10 
Cardiac Arrest Survival Act; requiring public schools, 11 
including charter schools, to annually report 12 
specified information to the Commissioner of 13 
Education; subject to appropriation, authorizing the 14 
Department of Education to reimburse school districts 15 
and charter schools for a portion of specified 16 
purchases; requiring the State Board of Education to 17 
adopt rules; providing an effective date. 18

Be It Enacted by the Legislature of the State of Florida: 20 
 21 
 Section 1. This act may be cited as the "Kickstart My 22 
Heart Act." 23 
 Section 2.  Section 1003.457, Florida Statutes, is created 24 
to read: 25

 1003.457  Automated external defibrillators on school 26 
grounds.— 27 
 (1)(a)  No later than July 1, 2027, each public school, 28 
including charter schools, must have at least one operational 29 
automated external defibrillator on school grounds. The 30 
defibrillator must be available in a clearly marked and 31 
publicized location. Schools must maintain the defibrillator 32 
according to the manufactu rer's recommendations and maintain all 33 
verification records for such defibrillator. 34 
 (b)  The location of each defibrillator must be registered 35 
with a local emergency medical services medical director. 36 
 (c)  The use of defibrillators by school employees an d 37 
volunteers is covered under ss. 768.13 and 768.1325. 38 
 (2)  Annually, beginning June 30, 2028, each school 39 
district and charter school must report to the Commissioner of 40 
Education the number of instances a defibrillator was used on 41 
school grounds and the survival rate of individuals experiencing 42 
cardiac arrest. 43 
 (3)  Compliance with the requirements of s. 1006.165 does 44 
not constitute compliance with this section. 45 
 (4)  Subject to an appropriation, the department may 46 
reimburse each school district and chart er school up to 50 47 
percent of the total automated external defibrillator purchase 48 
price.  49 
 (5)  The State Board of Education shall adopt rules to 50

administer this section. 51 
 Section 3. This act shall take effect July 1, 2025. 52
