A bill to be entitled 1 
An act relating to cardiac emergencies; amending s. 2 
1003.453, F.S.; requiring, rather than authorizing, 3 
school districts to provide training in basic first 4 
aid to certain students; providing requirements for 5 
such training; creating s. 1003.457, F.S.; requiring 6 
each public school to develop a plan for urgent life -7 
saving emergencies (PULSE) for specified purposes; 8 
requiring school officials to work with local 9 
emergency service providers to integrate the PULSE 10 
into emergency responder protocols; requiring public 11 
schools, including charter schools, to have at least 12 
one operational automated external defibrillator on 13 
school grounds by a specified date; providing 14 
requirements for the placement and maintenance of the 15 
defibrillators; providing construction; requiring that 16 
certain school staff receive specified training; 17 
providing registration requirements for the location 18 
of the defibrillators; providing immunity from 19 
liability for school employees and volunteers under 20 
the Good Samaritan Act and the Cardiac Arrest Survival 21 
Act; requiring the State Board of Education to adopt 22 
rules; providing an effective date. 23

 Section 1.  Subsection (3) of section 1003.453, Florida 27 
Statutes, is amended to read: 28 
 1003.453  School wellness and physical education policies; 29 
nutrition guidelines. — 30 
 (3)  School districts must are encouraged to provide basic 31 
training in first aid, i ncluding cardiopulmonary resuscitation, 32 
once in middle school in a physical education or health class 33 
and once in high school in a physical education or health class. 34 
Instruction in the use of cardiopulmonary resuscitation must: 35 
 (a)  Allow students to pra ctice the psychomotor skills 36 
associated with performing cardiopulmonary resuscitation; and 37 
 (b)  Include the use of an automated external defibrillator 38 
for all students in grade 6 and grade 8. School districts are 39 
required to provide basic training in firs t aid, including 40 
cardiopulmonary resuscitation, for all students in grade 9 and 41 
grade 11. Instruction in the use of cardiopulmonary 42 
resuscitation must be based on a one -hour, nationally recognized 43 
program that uses the most current evidence -based emergency 44 
cardiovascular care guidelines. The instruction must allow 45 
students to practice the psychomotor skills associated with 46 
performing cardiopulmonary resuscitation and use an automated 47 
external defibrillator when a school district has the equipment 48 
necessary to perform the instruction. Private and public 49 
partnerships for providing training or necessary funding are 50

encouraged. 51 
 Section 2.  Section 1003.457, Florida Statutes, is created 52 
to read: 53 
 1003.457  Cardiac emergencies and automated external 54 
defibrillators on school grounds. — 55 
 (1)  Each public school shall develop a plan for urgent 56 
life-saving emergencies (PULSE) that addresses the appropriate 57 
use of school personnel to respond to incidents involving an 58 
individual experiencing sudden cardiac arrest or a similar life-59 
threatening emergency while on school grounds. Each PULSE must 60 
integrate evidence-based core elements and consider those 61 
elements recommended by the American Heart Association for 62 
schools responding to cardiac emergencies. 63 
 (2)  School officials shall work directly with local 64 
emergency service providers to integrate the PULSE into the 65 
community's emergency responder protocols. 66 
 (3)(a)  No later than July 1, 2027, each public school, 67 
including charter schools, must have at least one operational 68 
automated external defibrillator on school grounds. The 69 
defibrillator must be available in a clearly marked and 70 
publicized location. Schools must maintain the defibrillator 71 
according to the manufacturer's recommendations and maintain all 72 
verification records for such defibrillators. Compliance with 73 
the requirements of s. 1006.165 does not constitute compliance 74 
with this section. 75

 (b)  Appropriate school staff must be trained in first aid, 76 
cardiopulmonary resuscitation, and defibrillator use. 77 
 (c)  The location of each defibrillator must be registered 78 
with a local emergency medical services medical director. 79 
 (d)  The use of defibrillators by school employees and 80 
volunteers is covered under ss. 768.13 and 768.1325. 81 
 (4)  The State Board of Education shal l adopt rules to 82 
administer this section. 83 
 Section 3. This act shall take effect July 1, 2025. 84
