Revising the definition of the term "independent contractor"; revising the prohibitions against retaliatory personnel action against an employee by his or her employer; providing that an employee may not recover in an action against an employer for a retaliatory personnel action unless the employee can prove certain claims by clear and convincing evidence; requiring, rather than authorizing, a court to award reasonable attorney fees and costs to the prevailing party for retaliatory personnel actions, etc.

Revises Florida Kratom Consumer Protection Act; requires DACS to certify certain laboratories; provides for distribution & retail sale of kratom products; provides for mail order, Internet, & remote sales of kratom products; provides for seizure & destruction of contraband kratom products; prohibits ingestion of kratom products near school properties; authorizes specified businesses to sell kratom products; revises & provides penalties.

Creates Division of Labor Standards for specified purposes; designates division as state Agency for Workforce Innovation for purposes of implementing s. 24, Art. X of State Constitution; revises provisions relating to state minimum wage including, protected rights, prohibition on certain contracts, process for filing complaint, statute of limitations during investigation, liability & recordkeeping; creates the Division of Labor Standards Community Advisory Board; provides for membership, meetings & duties of board; requires annual report.

Requiring a court to award reasonable attorney fees to certain persons in certain claims for declaratory relief; deleting a provision relating to a defense offered by an insurer that makes a total coverage denial of a claim; specifying that international health insurance policies are subject to specified provisions, etc.

Requiring the Office of Program Policy Analysis and Government Accountability to conduct a specified annual study, etc.

Authorizes counties & municipalities to authorize & approve panelized construction on certain property; defines "panelized construction"; provides that panelized construction is considered open construction & is authorized under Florida Building Code & only subject to local permitting; provides that certain panelized construction is not considered dwelling unit for purposes of Florida Building Code; specifies manner in which panelized construction is approved; provides that panelized construction meets requirements of local product approval.

Citing this act as the "Redemption Procedures Improvement Act"; providing that a defendant, a property owner, or a holder of a subordinate interest in real property may cure a defendant's indebtedness to prevent the sale of such real property; providing that the right of redemption by an owner of real property subject to redemption is not waivable; authorizing the transfer of a lien claimed to encumber real or personal property by certain persons; prohibiting a mortgagee or its designee from acquiring interest, right to legal title, or right of possession to a mortgagee's property, etc.

prohibits landlord from asking prospective tenant about criminal record prior to making conditional offer; limits offenses that may be considered after such an offer is made; removes full payment of financial obligations from voting rights restoration requirements; provides for retroactive applicability of sentencing & resentencing of certain persons who committed certain violations before specified date which involved trafficking in certain controlled substances; revises definitions of term "juvenile offender" for purposes of review of sentences of review of juvenile sentences; provides for treatment of concurrent & consecutive sentences; provides for retroactive effect; requires DOC to provide specified data concerning inmates to Legislature for redistricting purposes; specifies how such data shall be used in redistricting; provides that only persons convicted of capital or life felonies are liable for correctional costs in specified liquidated damage amount for incarceration; removes provisions specifying fixed daily amount for an offender's liability for incarceration costs; revises offenses for which juvenile may be direct filed in adult court; requires judicial finding for discretionary direct file of juveniles; provides requirements for judicial findings; provides for return of juveniles to juvenile division at any point during circuit court proceedings.

Citing this act as "Hillary's Law"; prohibiting physicians from performing level II or level III surgeries on immediate family members in an office surgery setting, with exceptions; specifying requirements for health care professionals performing duties at a registered office which require licensure or certification; requiring office surgeries to report adverse incidents to the Department of Health within a specified timeframe, etc.

Authorizing specified entities to enter into a partnership to design, construct, and operate and manage the Florida Museum of History at the Town of Eatonville; specifying the duties of the partnership and the governing board of the Florida Museum of History at the Town of Eatonville related to the museum; requiring the governing board, in conjunction with the Florida Tourism Marketing Corporation and others, to develop and execute a marketing plan to promote the museum, etc.

Renames, removes, & redesignates specified boards, commissions, & councils established within DBPR; changes office locations of certain divisions; requires DBPR to provide to Division of Professions summary of changes to statutory law within specified time period after adjournment of session; revises retail nicotine product dealer administrative penalties; authorizes Division of Alcoholic Beverages & Tobacco to assist any agent of DACS in enforcing state hemp program; authorizes division to enter any public or private premises during specified timeframe in performance of its duties.

Repeals provisions, relating to definitions, tax on aviation fuel, refunds for certain air carriers, administration of tax, disclosure of price, distribution of proceeds, refunds to carriers, commercial air carrier registration & reporting, & tax exemption for federal entities, respectively.

Extends Medicaid eligibility for specified low-income adults.

Requires certain licensees & practitioners to refund to patient any overpayment within specified timeframe; authorizes AHCA to impose administrative fine for failure to refund patient overpayment; revises acts that constitute grounds for disciplinary actions for health care practitioners.

Prohibiting counties and municipalities, respectively, from funding or promoting or taking official action as it relates to diversity, equity, and inclusion; providing that a county commissioner, a member of the governing body of a municipality, or any other county or municipal official who violates certain provisions commits misfeasance or malfeasance in office; requiring potential recipients of county and municipal contracts and grants to make a certain certification to the county or municipality before being awarded such contract or grant, etc.
