A RESOLUTION
Recognizing and commending Steve Horton on his outstanding public service as the Mayor

of Covington; and for other purposes.2
WHEREAS, Steve Horton has long been recognized by the citizens of Covington for the3
vital role that he has played in leadership and his deep personal commitment to the welfare4
of the citizens of Georgia; and5
WHEREAS, he has diligently and conscientiously devoted innumerable hours of his time,6
talents, and energy toward the betterment of his community and state, as evidenced7
dramatically by his superlative service as the mayor of Covington; and8
WHEREAS, during his 35 years of service to the City of Covington, he has held positions9
such as a patrolman, lieutenant, lineman, safety risk manager, police chief, public works10
director, deputy city manager, and city manager; and11
WHEREAS, Steve Horton's significant organizational and leadership talents, remarkable12
patience and diplomacy, keen sense of vision, and sensitivity to the needs of the citizens of13
Covington have earned him the respect and admiration of his colleagues and associates; and14

WHEREAS, this distinguished gentleman has given inspiration to many through his high
15
ideals, morals, and deep concern for his fellow citizens, and he possesses the vast wisdom16
which only comes through experience and the strength of character achieved through17
overcoming the many challenges of life; and18
WHEREAS, he is a person of magnanimous strengths with an unimpeachable reputation for19
integrity, intelligence, fairness, and kindness; and20
WHEREAS, Steve Horton has served with honor and distinction as the Mayor of Covington,21
and his vision and unyielding commitment to excellence will be sorely missed upon his22
retirement; and23
WHEREAS, it is abundantly fitting and proper that the outstanding accomplishments of this24
remarkable and distinguished Georgian be appropriately recognized.25
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that26
the members of this body recognize and commend Steve Horton for his efficient, effective,27
unselfish, and dedicated public service to the State of Georgia; congratulate him upon the28
grand occasion of his retirement; and extend the most sincere best wishes for continued29
health and happiness.30
BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized31
and directed to make an appropriate copy of this resolution available for distribution to Steve32
Horton.33
