A BILL TO BE ENTITLED
AN ACT
To amend Chapter 5 of Title 21 of the Official Code of Georgia Annotated, relating to

government transparency and campaign finance, so as to prohibit the State Ethics2
Commission from posting or publishing on the internet the personally identifying3
information of judges; to provide for definitions; to provide for related matters; to repeal4
conflicting laws; and for other purposes.5
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:6
SECTION 1.7
Chapter 5 of Title 21 of the Official Code of Georgia Annotated, relating to government8
transparency and campaign finance, is amended by adding a new Code section to read as9
follows:10
"21-5-16.

(a)  As used in this Code section, the term:12
(1)  'Judge' means any elected or appointed justice or judge serving in a class of court13
identified in Title 15.14
(2)  'Personally identifiable information' means an individual's home phone number,15
personal cell phone number, and home address.16

(b)  Notwithstanding any other provision of this chapter or of Chapter 18 of Title 50 to the17
contrary, the commission shall not knowingly post or publish on the internet or repost,18
republish, or otherwise make available on the internet the personally identifiable19
information of a judge without his or her express written permission."20
SECTION 2.21
All laws and parts of laws in conflict with this Act are repealed.22
