A BILL TO BE ENTITLED
AN ACT
To amend Chapter 25 of Title 50 of the Official Code of Georgia Annotated, relating to the

Georgia Technology Authority, so as to provide for an annual inventory of artificial2
intelligence usage by state agencies; to provide for annual reports of such; to provide for the3
authority to develop and establish certain policies; to provide for related matters; to repeal4
conflicting laws; and for other purposes.5
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:6
SECTION 1.7
Chapter 25 of Title 50 of the Official Code of Georgia Annotated, relating to the Georgia8
Technology Authority, is amended by revising Code Section 50-25-7.9, which is reserved,9
as follows:10
"50-25-7.9.11
(a)  As used in this Code section, the term 'artificial intelligence' means a computational

process that uses machine learning, natural language processing, or other computational13
processing techniques of similar or greater complexity and that makes a decision or14
facilitates human decision making, including to determine the provision of products or15

services or to rank, order, promote, recommend, amplify, or similarly determine the16
delivery or display of information to an individual.17
(b)  The authority shall:18
(1)  Not later than December 31, 2024, and annually thereafter, conduct an inventory of19
all systems that employ artificial intelligence and are in use by any agency.  Each20
inventory shall include, but not be limited to, the following information for each such21
system:22
(A)  The name of the system and the vendor, if any, that provided such system;23
(B)  A description of the general capabilities and uses of such system;24
(C)  Whether such system was used to independently make, inform, or materially25
support a conclusion, decision, or judgment; and26
(D)  Whether such system underwent an impact assessment prior to implementation;27
and28
(2)  Not later than December 31, 2025, develop and establish policies and procedures29
concerning the development, procurement, implementation, utilization, and ongoing30
assessment of systems that employ artificial intelligence and are in use by agencies.  Such31
policies and procedures shall, at a minimum:32
(A)  Govern the procurement, implementation, and ongoing assessment of such systems33
by agencies; and34
(B)  Ensure that no such system results in any unlawful discrimination against any35
individual or group of individuals.36
(c)  The executive director shall prepare an annual report on the inventory of artificial37
intelligence in use by agencies, as provided for in paragraph (1) of subsection (b) of this38
Code section.  Such report shall be transmitted electronically or mailed to the offices of the39
Governor; Lieutenant Governor; Senate President Pro Tempore; Speaker of the House; and40
chairpersons of the House Committee on Technology and Infrastructure Innovation, Senate41
Public Safety Committee, and Senate Science and Technology Committee. Reserved."42

SECTION 2.

All laws and parts of laws in conflict with this Act are repealed.44
