B. 152 - 1 - Senate Bill 152 By: Senators James of the 35th, Harbison of the 15th, Anderson of the 43rd, Sims of the 12th, Esteves of the 6th and others A BILL TO BE ENTITLED AN ACT To amend Chapter 1 of Title 28 of the Official Code of Georgia Annotated, relating to 1 general provisions related to the General Assembly, so as to provide for cardiopulmonary2 training to be offered to members and staff of the General Assembly and members of the3 Capitol Police Division; to provide for costs and expenses; to provide for the Legislative4 Services Committee to select the provider of such training; to provide for such committee to5 designate a cardiopulmonary resuscitation practitioner to be responsible for each floor of the6 state capitol building and the Paul D. Coverdell Legislative Office Building; to provide for7 related matters; to provide for an effective date; to repeal conflicting laws; and for other8 purposes.9 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:10 SECTION 1.11 Chapter 1 of Title 28 of the Official Code of Georgia Annotated, relating to general12 provisions related to the General Assembly, is amended by adding a new Code section to13 read as follows:14 23 LC 52 0246 S. B. 152 - 2 - "28-1-18.15 (a) All members and staff of the General Assembly and members of the Capitol Police16 Division shall be authorized and encouraged to attend and complete cardiopulmonary17 resuscitation training, including instruction on the use of an automated external18 defibrillator. Such training shall be offered annually at the state capitol building or the Paul19 D. Coverdell Legislative Office Building.20 (b) All costs of conducting the training authorized by subsection (a) of this Code section21 shall be paid for from the state funds appropriated to the legislative branch of the state22 government for such purposes or from other such funds as become available. All expenses23 incurred by an incumbent member of the General Assembly related to such training,24 including the reasonable costs of housing, travel, meals, instructors, and instructional25 materials, may be paid from state funds appropriated to the legislative branch of the state26 government for such purposes or from other such funds as become available. In addition,27 all such expenses shall constitute ordinary and necessary expenses for purposes of28 subsection (a) of Code Section 21-5-33 and may be reimbursed to members-elect of the29 General Assembly from campaign contributions. Staff of the General Assembly and30 members of the Capitol Police Division who opt to attend and complete such training shall31 be entitled to receive the same expenses and travel allowances which members of the32 General Assembly receive, and such expenses and allowances shall be paid from funds33 appropriated or otherwise available to the legislative branch of the state government.34 (c) The Legislative Services Committee shall select an organization, which may include35 a local fire rescue department, the Department of Public Health, or any other entity as such36 committee sees fit, to provide the training authorized by subsection (a) of this Code section.37 (d) The Legislative Services Committee shall designate a cardiopulmonary resuscitation38 practitioner responsible for each floor of the state capitol building and the Paul D.39 Coverdell Legislative Office Building."40 23 LC 52 0246 S. B. 152 - 3 - SECTION 2. 41 This Act shall become effective upon its approval by the Governor or upon its becoming law42 without such approval.43 SECTION 3.44 All laws and parts of laws in conflict with this Act are repealed.45
