A BILL TO BE ENTITLED
AN ACT
To amend Chapter 4 of Title 50 of the Official Code of Georgia Annotated, relating to

organization of executive branch generally, so as to require state departments, agencies,2
boards, bureaus, offices, commissions, public corporations, and authorities to assess3
educational, experiential, and training requirements for positions of employment; to identify4
positions of employment for which such requirements can be reduced; to require efforts to5
reduce the number of positions for which a four-year college degree is required; to provide6
for a short title; to provide for related matters; to repeal conflicting laws; and for other7
purposes.8
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:9
SECTION 1.10
This Act shall be known and may be cited as the "Reducing Barriers to State Employment11
Act of 2023."12
SECTION 2.13
Chapter 4 of Title 50 of the Official Code of Georgia Annotated, relating to organization of14
executive branch generally, is amended by adding a new Code section to read as follows:15

Every state department, agency, board, bureau, office, commission, public corporation, and17
authority shall:18
(1)  Regularly assess the educational, experiential, and training requirements necessary19
for each position of employment within such department, agency, board, bureau, office,20
commission, public corporation, or authority;21
(2)  Identify positions of employment for which the educational, experiential, and training22
requirements could be reduced from their present level; and23
(3)  Insofar as practicable, reduce the number of positions for which a four-year college24
degree is required as a condition of employment."25
SECTION 3.26
All laws and parts of laws in conflict with this Act are repealed. 27
