The House Committee on Higher Education offers the following substitute to SB 385:
A BILL TO BE ENTITLED
AN ACT
To amend Part 2 of Article 9 of Chapter 3 of Title 20 of the Official Code of Georgia1
Annotated, relating to funding, donations, property, and scholarships with respect to Georgia2
Military College, so as to revise legislative intent language regarding certain postsecondary3
study beyond the second-year level; to provide for an annual report; to provide for related4
matters; to repeal conflicting laws; and for other purposes.5
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:6
SECTION 1.7
Part 2 of Article 9 of Chapter 3 of Title 20 of the Official Code of Georgia Annotated,8
relating to funding, donations, property, and scholarships with respect to the Georgia Military9
College, is amended by revising Code Section 20-3-560, relating to legislative intent, as 10
follows:11
"20-3-560.12
(a) It is the intention of the General Assembly that the Georgia Military College be a13
state-wide institution dedicated to providing a high-quality military education to the youth14
of this state, but built upon its military heritage of duty, honor, and love of country, and15
grounded in the core values of respect, selfless service, integrity, and personal courage.16

Such education shall not be beyond the level of the second year of postsecondary study,17
except for any of the following bachelor Bachelor of Applied Science degree programs:18
(1)  Bachelor of Applied Science;19
(2)  Bachelor of Business Administration;20
(3)  Bachelor of Science in Communications;21
(4)  Bachelor of Science in Computer Science;22
(5)  Bachelor of Science in Criminal Justice;23
(6)  Bachelor of Science in Education;24
(7)  Bachelor of Arts in General Studies;25
(8)  Bachelor of Science in Healthcare Administration;26
(9)  Bachelor of Science in Psychology; and27
(10)  Bachelor of Science in Public Health,28
which assist graduates of institutions under the Technical College System of Georgia in the29
attainment of a four-year bachelor's degree; provided, however, that no branch of the Georgia30
Military College shall offer any Bachelor of Applied Science degree program that is31
currently being offered by an institution of the Board of Regents of the University System32
of Georgia which is located in the same county as such branch; offered only to students33
enrolled in the Georgia Military Global Online Leadership College (GOLC), provided,34
further, that the level of such educational programs shall be subject to the availability of35
funds appropriated by the General Assembly.  The student enrollment of the college shall36
reflect as closely as possible the racial and demographic makeup of the state.37
(b) The Georgia Military College shall submit by September 30, 2024, and each38
September 1 thereafter a report to the Office of Planning and Budget, the House Committee39
on Higher Education, and the Senate Higher Education Committee. Such report shall40
describe the successes and failures of all bachelor degree programs at the Georgia Military41
College to the extent of detail that the leadership of such college determines is reasonably42

necessary.  Such report shall be based on the immediately prior fiscal, academic, or43
calendar year based on the discretion of such college."44
SECTION 2.45
All laws and parts of laws in conflict with this Act are repealed.46
