24 LC 46 0862 Senate Bill 565 By: Senators Parent of the 42nd, Butler of the 55th, Jones II of the 22nd, Jackson of the 41st, Seay of the 34th and others A BILL TO BE ENTITLED AN ACT To amend Chapter 1 of Title 31 of the Official Code of Georgia Annotated, relating to 1 general provisions of health, so as to provide that a human egg or human embryo is not2 considered an unborn child, a minor child, or a person for any purpose under law; to provide3 for related matters; to repeal conflicting laws; and for other purposes.4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:5 SECTION 1.6 Chapter 1 of Title 31 of the Official Code of Georgia Annotated, relating to general7 provisions of health, is amended by adding a new Code section to read as follows:8 "31-1-41. 9 (a) As used in this Code section, the term:10 (1) 'Human egg' means the female reproductive cell. 11 (2) 'Human embryo' means an individual fertilized ovum of the human species from the12 single-cell stage to eight-week development.13 (b) Notwithstanding any provision of law to the contrary, any human egg or human14 embryo that exists outside of a uterus of a human body shall not, under any circumstances,15 S. B. 565 - 1 - 24 LC 46 0862 be considered an unborn child, a minor child, a natural person, or any other term that16 connotes a human being for any purpose under state law."17 SECTION 2.18 This Act shall become effective upon the Governor's approval or upon its becoming law19 without such approval.20 SECTION 3. 21 All laws and parts of laws in conflict with this Act are repealed.22 S.
