The Senate Committee on Science and Technology offered the following 
substitute to SR 476:
A RESOLUTION
Creating the Senate Study Committee on Artificial Intelligence; and for other purposes.1
WHEREAS, artificial intelligence ("AI"), the development of computer systems to perform2
tasks that normally require human intelligence, such as learning and decision-making, has3
the potential to spur innovation and transform industry and government; and4
WHEREAS, as the science and technology of AI continue to develop, more products and5
services are utilizing AI in fields such as healthcare, financial services, education, housing,6
and transportation.  Such utilization may ultimately displace certain jobs and fields of7
employment; and8
WHEREAS, there are valid concerns about potential misuse or unintended consequences of9
AI, especially without the development and implementation of ethical standards that seek to10
preserve the dignity, autonomy, and self-determination of individuals; and11
WHEREAS, in the 2023 legislative session, at least 25 states, Puerto Rico, and the District12
of Columbia introduced AI bills, and 18 states and Puerto Rico adopted resolutions or13
enacted legislation in this area; and14

WHEREAS, it is important that this state establish policies and procedures concerning the15
development, procurement, implementation, utilization, and ongoing assessment of systems16
that employ AI and are in use by state agencies; and17
WHEREAS, promoting responsible innovation, competition, and collaboration in  public and18
private sectors will allow Georgia to be a leader in ensuring that such technology will19
advance in a way that enforces the existing consumer protection laws and principles for its20
citizens, while enacting any additional appropriate safeguards against, fraud, unintended bias,21
discrimination, infringements on privacy, and other potential harms from AI; and22
WHEREAS, it is in best interest of this state and its citizens to examine AI technologies and23
their current and future use in this state.24
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE:25
(1)  Creation of Senate study committee. There is created the Senate Study Committee26
on Artificial Intelligence.27
(2)  Members and officers. The committee shall be composed of nine members to be28
appointed by the President of the Senate as follows:29
(A)  Six members of the Senate, which shall include the chairpersons of the Senate30
Committee on Science and Technology and the Senate Committee on Public Safety;31
(B)  An instructor at an institution of higher education who has expert knowledge of and32
experience with AI technology;33
(C)  An attorney with expert knowledge of and experience with federal and state laws34
concerning AI; and35
(D) A business professional with expert knowledge of and experience with AI36
technologies and products.37

The President of the Senate shall designate a legislative member of the committee as38
chairperson of the committee.39
(3)  Powers and duties. The committee shall undertake a study of the conditions, needs,40
issues, and problems mentioned above or related thereto and recommend any action or41
legislation which the committee deems necessary or appropriate.42
(4)  Meetings. The chairperson shall call all meetings of the committee.  The committee43
may conduct such meetings at such places and at such times as it may deem necessary or44
convenient to enable it to exercise fully and effectively its powers, perform its duties, and45
accomplish the objectives and purposes of this resolution.46
(5)  Allowances, expenses, and funding.47
(A)  The legislative members of the committee shall receive the allowances provided48
for in Code Section 28-1-8 of the Official Code of Georgia Annotated.49
(B)  Members of the committee who are state officials, other than legislative members,50
or who are state employees shall receive no compensation for their service on the51
committee, but they may be reimbursed for expenses incurred by them in the52
performance of their duties as members of the committee in the same manner as they53
are reimbursed for expenses in their capacities as state officials or employees.54
(C) Members of the committee who are not legislators, state officials, or state55
employees shall receive a daily expense allowance in an amount the same as that56
specified in subsection (b) of Code Section 45-7-21 of the Official Code of Georgia57
Annotated, as well as the mileage or transportation allowance authorized for state58
employees.59
(D)  The allowances authorized by this resolution shall not be received by any member60
of the committee for more than 12 days unless additional days are authorized.  Funds61
necessary to carry out the provisions of this resolution shall come from funds62
appropriated to the Senate; except that funds for the reimbursement of expenses of state63
officials, other than legislative members, and for the reimbursement of expenses of state64

employees shall come from funds appropriated to or otherwise available to their65
respective agencies.66
(6)  Report.67
(A)  In the event the committee adopts any specific findings or recommendations that68
include suggestions for proposed legislation, the chairperson shall file a report of the69
same prior to the date of abolishment specified in this resolution, subject to70
subparagraph (C) of this paragraph.71
(B)  In the event the committee adopts a report that does not include suggestions for72
proposed legislation, the chairperson shall file the report, subject to subparagraph (C) of73
this paragraph.74
(C)  No report shall be filed unless the same has been approved prior to the date of75
abolishment specified in this resolution by majority vote of a quorum of the committee. 76
A report so approved shall be signed by the chairperson of the committee and filed with77
the Secretary of the Senate.78
(D)  In the absence of an approved report, the chairperson may file with the Secretary of79
the Senate a copy of the minutes of the meetings of the committee in lieu thereof.80
(7)  Abolishment. The committee shall stand abolished on December 1, 2024.81
