The House Committee on Motor Vehicles offers the following substitute to HB 208:
A BILL TO BE ENTITLED
AN ACT
To amend Code Section 40-2-86 of the Official Code of Georgia Annotated, relating to1
special license plates promoting or supporting certain worthy agencies, funds, or nonprofit2
corporations with proceeds disbursed to the general fund and the agency, fund, or nonprofit3
corporation, so as to establish a specialty license plate honoring the Shepherd Center; to4
establish a specialty license plate benefiting the Georgia Veterans Service Foundation; to5
establish a specialty license plate supporting the state parks and historic sites division of the6
Department of Natural Resources; to establish a specialty license plate promoting7
conservation and enhancement of black bass populations; to provide for related matters; to8
provide for effective dates; to provide for compliance with constitutional requirements; to9
repeal conflicting laws; and for other purposes.10
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:11
SECTION 1.12
Code Section 40-2-86 of the Official Code of Georgia Annotated, relating to special license13
plates promoting or supporting certain worthy agencies, funds, or nonprofit corporations with14
proceeds disbursed to the general fund and the agency, fund, or nonprofit corporation, is15
amended in subsection (l) by adding a new paragraph to read as follows:16

"(71) A special license plate honoring the Shepherd Center. The funds raised by the sale17
of this special license plate shall be disbursed to Shepherd Center, Inc."18
SECTION 2.19
Said Code section is further amended in subsections (l), (m), and (n) by adding new20
paragraphs to read as follows:21
"(72) A special license plate honoring Georgia veterans and their families. The funds22
raised by the sale of this special license plate shall be disbursed to the Georgia Veterans23
Service Foundation."24
"(18) A special license plate to support the state parks and historic sites division of the25
Department of Natural Resources in its protection, management, and maintenance of this26
state's natural, historical, and cultural resources while providing opportunities for public27
enjoyment and education. The funds raised by the sale of this special license plate shall28
be disbursed to the Department of Natural Resources for use by the state parks and29
historic sites division for the purposes provided for in this paragraph. Such license plate30
shall not include a space for a county name decal but shall instead bear the legend31
'Georgia State Parks' in lieu of the name of the county of issuance."32
"(10) A special license plate promoting conservation and enhancement of black bass33
populations. The funds raised by the sale of this special license plate shall be disbursed34
to the Georgia Natural Resources Foundation to supplement black bass research,35
restoration, habitat improvement, stocking, and other management programs."36
SECTION 3.37
(a) Except as otherwise provided for in subsection (b) of this section, this Act shall become38
effective on July 1, 2025.39
(b) Section 2 of this Act shall become effective on January 1, 2026.40

SECTION 4.41
In accordance with the requirements of Article III, Section IX, Paragraph VI(n) of the42
Constitution of the State of Georgia, this Act shall not become law unless it receives the43
requisite two-thirds' majority vote in both the Senate and the House of Representatives.44
SECTION 5.45
All laws and parts of laws in conflict with this Act are repealed.46
