25 LC 47 3195 House Resolution 258 By: Representatives Hilton of the 48 th , Sainz of the 180 th , Mathiak of the 82 nd , Clark of the 100 th , Donatucci of the 105 th , and others A RESOLUTION Applying to the United States Congress to call a convention under Article V of the 1 Constitution of the United States limited to proposing an amendment to the Constitution of2 the United States to set a limit on the number of terms that a person may be elected as a3 member of the United States House of Representatives and to set a limit on the number of4 terms that a person may be elected as a member of the United States Senate; and for other5 purposes.6 WHEREAS, Article V of the Constitution of the United States requires Congress to call a7 convention limited to proposing amendments to the Constitution upon application of8 two-thirds of the states; and9 WHEREAS, limiting the terms of members of the United States House of Representatives10 and United States Senate would be in the most immediate and best interest of the citizens of11 the nation.12 NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF13 GEORGIA that this body does hereby apply to the United States Congress to call a14 convention pursuant to Article V of the Constitution of the United States for the sole and15 express purpose of proposing an amendment to the Constitution of the United States to set16 H. R. 258 - 1 - 25 LC 47 3195 a limit on the number of terms that a person may be elected as a member of the United States 17 House of Representatives and to set a limit on the number of terms that a person may be18 elected as a member of the United States Senate.19 BE IT FURTHER RESOLVED that this application shall be considered as covering the same20 subject matter as the applications from other states to Congress to call a convention to set a21 limit on the number of terms that a person may be elected to the House of Representatives22 of the United States and the Senate of the United States; and this application shall be23 aggregated with those of other states for the purpose of attaining the two-thirds of states24 necessary to require Congress to call a limited convention on this subject, but shall not be25 aggregated with any other applications on any other subject.26 BE IT FURTHER RESOLVED that the General Assembly of Georgia insists that the27 convention be solely limited to strict consideration of the subject matter contained in this28 resolution and that the United States Congress enact a severe criminal penalty for persons29 who violate the finite scope of the call.30 BE IT FURTHER RESOLVED that this application constitutes a continuing application in31 accordance with Article V of the Constitution of the United States of America until the32 legislatures of at least two-thirds of the several states have made applications on the same33 subject.34 BE IT FURTHER RESOLVED that the Speaker of the House of Representatives is35 authorized and directed to make appropriate copies of this resolution available for36 distribution to the President and Secretary of the Senate of the United States; to the Speaker,37 Clerk, and Judiciary Committee Chairperson of the House of Representatives of the United38 H.
