A BILL TO BE ENTITLED
AN ACT
To amend Chapter 4 of Title 3 of the Official Code of Georgia Annotated, relating to distilled

spirits, so as to authorize the sale of consumable hemp products by retail dealers in distilled2
spirits; to provide for a definition; to provide for related matters; to repeal conflicting laws;3
and for other purposes.4
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:5
SECTION 1.6
Chapter 4 of Title 3 of the Official Code of Georgia Annotated, relating to distilled spirits,7
is amended by adding a new Code section to read as follows:8
"3-4-4.

(a) As used in this Code section, the term 'consumable hemp product' and 'retail10
consumable hemp establishment license' shall have the same meanings as set forth in Code11
Section 2-23-3.12
(b)  Nothing in this chapter nor any rules and regulations promulgated by the commissioner13
pursuant to this chapter shall prohibit a licensed retail dealer in distilled spirits from14
obtaining a retail consumable hemp establishment license and, upon obtaining such license,15
selling or offering for sale consumable hemp products to consumers in accordance with the16

provisions of Chapter 23 of Title 2, the 'Georgia Hemp Farming Act,' and the rules and17
regulations promulgated by the Department of Agriculture pursuant to said chapter.  The18
sale or offering for sale of consumable hemp products to consumers by a licensed retail19
dealer in distilled spirits shall be governed and regulated exclusively by the provisions of20
said chapter and the rules and regulations promulgated by the Department of Agriculture21
pursuant to said chapter."22
SECTION 3.23
All laws and parts of laws in conflict with this Act are repealed.24
