The Senate Committee on Public Safety offered the following
substitute to SB 84:
A BILL TO BE ENTITLED
AN ACT
To amend Code Section 40-2-86 of the Official Code of Georgia Annotated, relating to1
special license plates promoting or supporting certain worthy agencies, funds, or nonprofit2
corporations with proceeds disbursed to the general fund and the agency, fund, or nonprofit3
corporation, so as to establish a specialty license plate honoring the Shepherd Center; to4
establish a specialty license plate benefiting the Georgia Transplant Foundation; to provide5
for related matters; to provide for effective dates; to provide for compliance with6
constitutional requirements; to repeal conflicting laws; and for other purposes.7
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:8
SECTION 1.9
Code Section 40-2-86 of the Official Code of Georgia Annotated, relating to special license10
plates promoting or supporting certain worthy agencies, funds, or nonprofit corporations with11
proceeds disbursed to the general fund and the agency, fund, or nonprofit corporation, is12
amended in subsection (l) by adding a new paragraph to read as follows:13
"(71) A special license plate honoring the Shepherd Center. The funds raised by the sale14
of this special license plate shall be disbursed to Shepherd Center, Inc."15

SECTION 2.16
Said Code section is further amended in subsection (l) by adding a new paragraph to read as17
follows:18
"(72) A special license plate recognizing the importance of organ donation. The funds19
raised by the sale of this special license plate shall be disbursed to the Georgia Transplant20
Foundation."21
SECTION 3.22
(a) Except as otherwise provided for in subsection (b) of this section, this Act shall become23
effective on July 1, 2025.24
(b) Section 2 of this Act shall become effective on January 1, 2026.25
SECTION 4.26
In accordance with the requirements of Article III, Section IX, Paragraph VI(n) of the27
Constitution of the State of Georgia, this Act shall not become law unless it receives the28
requisite two-thirds' majority vote in both the Senate and the House of Representatives.29
SECTION 5.30
All laws and parts of laws in conflict with this Act are repealed.31
