A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Thirty-first REPRESENTATIVE DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $28,182,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2021-2022 for the purpose of capital improvement projects for the thirty-first representative district, as follows: 1. Aiea elementary school, Oahu Design and construction for campus-wide covered walkways; ground and site improvements. Design $100,000 Construction $900,000 Total funding $1,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 2. Aiea high school, Oahu Design for the renovation of C building room 1 and 2 for a new state-of-the-art culinary program. Design $100,000 Total funding $100,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 3. Aiea high school, Oahu Design for a new multipurpose room in the cafeteria. Design $100,000 Total funding $100,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 4. Aiea intermediate school, Oahu Plans, design, and construction for the expansion of the fire land/access road. Plans $25,000 Design $10,000 Construction $500,000 Total funding $535,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 5. Aiea intermediate school, Oahu Plans, design, construction, and equipment for a cover or roof over the basketball, volleyball, and tennis court area. Plans $25,000 Design $25,000 Construction $2,500,000 Equipment $100,000 Total funding $2,650,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 6. Aiea intermediate school, Oahu Plans, design, construction, and equipment for a building extension and median shelter to serve as a bus and car shelter. Plans $25,000 Design $25,000 Construction $2,500,000 Equipment $150,000 Total funding $2,700,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 7. Aliamanu elementary school, Oahu Construction for a covered playcourt/basketball court; ground and site improvements; equipment and appurtenances. Construction $2,575,000 Total funding $2,575,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 8. Aliamanu middle school, Oahu Plans, design, construction, and equipment for phone-intercom upgrade. Plans $10,000 Design $20,000 Construction $20,000 Equipment $200,000 Total funding $250,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 9. Aliamanu middle school, Oahu Plans, design, construction, and equipment for twenty-first century STEM lab/makerspace. Plans $25,000 Design $25,000 Construction $100,000 Equipment $250,000 Total funding $400,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 10. Aliamanu middle school, Oahu Plans, design, construction, and equipment for repaving and covering courts. Makalapa elementary school, Oahu Plans, design, and construction for an extension onto the building B front office area. Makalapa elementary school, Oahu Plans, design, and construction for campus-wide electrical upgrade. Moanalua elementary school, Oahu Design, construction, and equipment for electrical upgrades and air conditioning improvements; ground and site improvements; equipment and appurtenances. Moanalua elementary school, Oahu Design, construction, and equipment for a multipurpose innovation center; ground and site improvements; equipment and appurtenances. Design $320,000 Construction $2,880,000 Equipment $50,000 Total funding $3,250,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 15. Radford high school, Oahu Plans, design, construction, and equipment for renovation of the choir/drama room. Plans $20,000 Design $20,000 Construction $1,500,000 Equipment $60,000 Total funding $1,600,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 16. Radford high school, Oahu Plans, design, construction, and equipment for renovation of the weight room. Plans $25,000 Design $25,000 Construction $2,500,000 Equipment $200,000 Total funding $2,750,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 17. Red Hill elementary school, Oahu Construction for a covered playcourt; ground and site improvements; equipment and appurtenances. Construction $4,000,000 Total funding $4,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 18. Red Hill elementary school, Oahu Design and construction for a new parking lot and ADA access; ground and site improvements; equipment and appurtenances. Design $350,000 Construction $2,500,000 Total funding $2,850,000 The sum appropriated for this capital improvement project shall be expended by the department of education. SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.
