A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Seventh REPRESENTATIVE DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $89,276,500 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2021-2022 for the purpose of capital improvement projects for the seventh representative district, as follows: 1. Puako sewer system, Hawaii Construction for a sewer system. Construction $15,000,000 Total funding $15,000,000 The sum appropriated for this capital improvement project shall be expended by the county of Hawaii. 2. Kanu o ka Aina new century public charter school, Hawaii Plans, design, construction, and equipment for completion of the Kanu o ka Aina multipurpose building to include a certified commercial kitchen space. Plans $80,000 Design $177,500 Construction $1,077,500 Equipment $465,000 Total funding $1,800,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 3. Kohala elementary school, Hawaii Construction and equipment for installation of air conditioning units in portables P1, P3, P4, and P7 and the office. Construction $3,000 Equipment $3,500 Total funding $6,500 The sum appropriated for this capital improvement project shall be expended by the department of education. 4. Kohala elementary school, Hawaii Construction and equipment for replacement of handles and panel box outside of building B. Construction $10,000 Equipment $2,000 Total funding $12,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 5. Kohala elementary school, Hawaii Construction for replacement of floor tiles in building A and portables P1, P3, P4, and P6. Waikoloa elementary and middle school, Hawaii Design and construction for replacement of the partition and installation of a new permanent wall between classrooms H-202 and H-203. Waimea elementary school, Hawaii Design and construction for ceiling repairs, reroofing, and water sealing priority buildings; ground and site improvements; and equipment and appurtenances. Waimea elementary school, Hawaii Design and construction for site improvements, including parking lot improvements. Hapuna beach state recreation area, Hawaii Plans, design, and construction for domestic water line improvements. Hapuna beach state recreation area, Hawaii Plans, design, and construction for road safety and maintenance improvements at Old Puako road. Plans $150,000 Design $150,000 Construction $1,000,000 Total funding $1,300,000 The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources. 16. Kawaihae north small boat harbor, Hawaii Construction for repair and improvements of harbor dock and break wall at Kawaihae north small boat harbor. Kawaihae north small boat harbor, Hawaii Design and construction for dredging of Kawaihae north small boat harbor. Napuu conservation project fencing, Hawaii Plans, design, and construction for the protection, restoration, and management of native ecosystems in the Puu Waawaa forest reserve and implementation of actions in the Napuu conservation plan. Kawaihae road, Waiaka stream bridge replacement and alignment, Hawaii Construction for replacing the existing Waiakea stream bridge, realigning bridge approaches, reconstructing the route 19/route 250 intersection, and installing safety improvements. Construction $8,000,000 Total funding $8,000,000 The sum appropriated for this capital improvement project shall be expended by the department of transportation. 29. Puako marine education center, Hawaii Design and construction for phase I of the project, and ground and site improvements. Design $575,000 Construction $2,250,000 Total funding $2,825,000 The sum appropriated for this capital improvement project shall be expended by the University of Hawaii. SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.
