A BILL FOR AN ACT
Relating to the RECYCLING.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) The auditor shall conduct a financial audit of the deposit beverage container program and the deposit beverage container deposit special fund. The financial audit shall include the following: (1) A review of all expenditures from the deposit beverage container deposit special fund; (2) Whether a sufficient nexus exists between the deposit beverage container program and expenditures from the deposit beverage container deposit special fund; and (3) Whether the department of health's expenditures from the deposit beverage container deposit special fund comply with all applicable laws. (b) The auditor shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2023.
