BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII: SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $44,081,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of financing capital improvement projects for the county of Kauai, as follows: For the fourteenth district: 1. To be expended by the Hawaii state public library system: A. Princeville public library, Kauai Construction of health and safety improvements at the Princeville public library. Construction $2,000,000 Total funding $2,000,000 2. To be expended by the Hawaii health systems corporation - Kauai region: A. Samuel Mahelona memorial hospital, Kauai Additional technical studies needed for programmatic environmental impact statement. Plans $200,000 Total funding $200,000 B. Samuel Mahelona memorial hospital, Kauai Project development and class IV zoning permit. Plans $65,000 Total funding $65,000 C. Samuel Mahelona memorial hospital, Kauai Consolidation and re‑subdivision. Design $115,000 Total funding $115,000 3. To be expended by the department of education: A. Kilauea elementary school, Kauai Covering the Kilauea elementary school's playcourt to create a safe place for students to play, attend assemblies, and wait for parents on rainy days. To be expended by the department of transportation: A. 4-370 Kuhio highway, Kauai Plans for, and construction of, a guardrail or pedestrian protector at 4-370 Kuhio highway. Menehune ditch, Kauai Improvements to delivery from Puu Moe divide to 635 basin through the Kokee ditch irrigation system. Temporary improvements at Puu Moe divide $ 15,000 Installation of Kokee ditch irrigation system metering $ 15,000 Cleaning and improvements for the Menehune ditch channel $120,000 Improvements at 635 basin $ 75,000 Total funding $225,000 C. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date. SECTION 3. The sum appropriated shall be expended by the designated expending agencies for the purposes of this Act. SECTION 4. This Act shall take effect on July 1, 2022.
