A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Fourteenth REPRESENTATIVE DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $106,223,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the fourteenth representative district, as follows: 1. King Kamehameha III elementary a/c replacements Construction for a/c unit replacements for buildings A-E. Construction $875,000 Total funding $875,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 2. King Kamehameha III elementary G-building Construction for renovation to ramp and lanai for G building. Plans $1,000 Design $1,000 Construction $107,000 Equipment $1,000 Total funding $110,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 3. King Kamehameha III elementary playground Design and construction for removal and replacement of K-2 playground asphalt. Design $1,000 Construction $199,000 Total funding $200,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 4. Lahainaluna high school staff housing Plans, design, and construction for on-campus school staff housing. Plans $1,000 Design $1,000 Construction $19,998,000 Total funding $20,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 5. Princess Nahienaena elementary a/c units Design and construction for installation of a/c split units for F building. Design $15,000 Construction $156,000 Total funding $171,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 6. Princess Nahienaena elementary basketball court Plans, design, and construction for resurface and cover basketball court. Plans $25,000 Design $110,000 Construction $400,000 Total funding $535,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 7. Princess Nahi'ena'ena elementary playground Plans, design, and construction for removal and replacement of an old unusable piece of playground equipment. Plans $5,000 Design $12,000 Construction $65,000 Total funding $82,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 8. Waihee elementary electrical upgrade; buildings H, I, J & G Design, construction, and equipment and appurtenances for campus wide electrical upgrade for ventilation and future installation of air conditioning to be installed campus wide. Design $1,000 Construction $2,498,000 Equipment $1,000 Total funding $2,500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 9. Waihee elementary repave campus parking Design, construction, and equipment and appurtenances for parking lot improvements and additional parking stalls. Design $1,000 Construction $548,000 Equipment $1,000 Total funding $550,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 10. Lahaina harbor entrance channel dredging Construction for dredging of accumulated material for upland unrestricted use. Construction $1,000,000 Total funding $1,000,000 The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources. 11. Lahaina harbor mooring piles Design and construction for replacement of worn and missing mooring piles. Design $200,000 Construction $700,000 Total funding $900,000 The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources. 12. Lahaina harbor pier repair Design and construction for pier repairs (including electrical service, lighting, and mooring pile replacement) at Lahaina harbor. Design $700,000 Construction $5,500,000 Total funding $6,200,000 The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources. 13. Mala boat ramp access road Design and construction for resurfacing of asphalt access road and extending asphalt to shoulders, striping, new concrete pavement at the boat ramp turnaround, reconstruction of boat wash down, and drainage improvements. Design $300,000 Construction $1,800,000 Total funding $2,100,000 The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources. 14. Mala boat ramp maintenance dredging Construction for dredging of accumulated material at boat ramp and entrance channel for upland unrestricted use. Construction $1,000,000 Total funding $1,000,000 The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources. 15. Lahaina bypass Plans, land, design, construction, and equipment and appurtenances for an extension of the Lahaina bypass road from North Keawe street to beyond Puukolii road. Plans $1,000 Land $1,000 Design $1,000 Construction $69,996,000 Equipment $1,000 Total funding $70,000,000 The sum appropriated for this capital improvement project shall be expended by the department of transportation. SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.
