A BILL FOR AN ACT

 

 

RELATING TO CHILD SUPPORT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

      SECTION 1.  (a)  The department of the attorney general and the department of human services shall jointly convene a study group to examine:      (1)  The impacts and impediments, including any conflicts with federal law, of allowing child support payments to pass through to recipients of temporary assistance for needy families program funds;      (2)  Whether the pass through of child support payments to recipients of temporary assistance for needy families program funds is legally permissible; and      (3)  The costs to agencies of establishing a pass through program for child support payments to recipients of temporary assistance for needy families program funds.      (b)  The department of the attorney general and the department of human services shall invite community stakeholders to be involved and participate in the study group.      (c)  The department of the attorney general and the department of human services shall submit a joint report of their findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2024.
