NO. 531 THIRTY-SECOND LEGISLATURE, 2023 STATE OF HAWAII A BILL FOR AN ACT RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE FIRST REPRESENTATIVE DISTRICT. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII: SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $118,720,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the first representative district, as follows: 1. Earnest Bowden de Silva elementary school, Hawaii Plans, design, construction, equipment, and appurtenances for six classroom buildings. Plans $ 250,000 Design $ 250,000 Construction $18,500,000 Equipment $ 1,000,000 Total funding $20,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 2. Honokaa elementary school, Hawaii Plans, design, and construction for covered playcourt, retaining wall, and covered walkway. Plans $ 45,000 Design $ 450,000 Construction $4,005,000 Total funding $4,500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 3. Honokaa high school, Hawaii Plans, design, and construction for a retaining wall along Mamane street. Plans $ 20,000 Design $ 200,000 Construction $10,000,000 Total funding $10,220,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 4. Kaumana elementary school, Hawaii Plans, design, and construction for drainage mitigation. Plans $ 100,000 Design $ 1,000,000 Construction $ 8,900,000 Total funding $10,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 5. Hilo medical center, Hawaii Construction for the Hilo Medical Center ICU and Med/Surg Expansion. Construction $50,000,000 Total funding $50,000,000 The sum appropriated for this capital improvement project shall be expended by the Hawaii health systems corporation. 6. Imiloa astronomy center, Hawaii Plans, design, construction, and equipment and appurtenances for the redesign and renovation of the planetarium. Plans $ 25,000 Design $ 25,000 Construction $1,400,000 Equipment $ 50,000 Total funding $1,500,000 The sum appropriated for this capital improvement project shall be expended by the university of Hawaii. 7. Waiakea research station, Hawaii Plans, design, construction for phase 1 infrastructure and phase 2 learning lab. Plans $ 2,050,000 Design $ 2,600,000 Construction $10,350,000 Total funding $15,000,000 The sum appropriated for this capital improvement project shall be expended by the university of Hawaii. 8. Tropical AgTech and Food Tech Hub at the Hilo Foreign-Trade Zone, Hawaii Design and construction for the Hub. Design $ 500,000 Construction $7,000,000 Total funding $7,500,000 The sum appropriated for this capital improvement project shall be expended by the department of business, economic development, and tourism. SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2026, shall lapse as of that date. SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act. SECTION 4.
