NO.   73     THIRTY-SECOND LEGISLATURE, 2023         STATE OF HAWAII                              SENATE CONCURRENT RESOLUTION     Requesting the Department of Transportation to conduct an assessment report to evaluate the feasibility and practicality of implementing higher levels of commercial general liability insurance for the general aviation industry and helicopter operations at airports in the State.

SENATE CONCURRENT

RESOLUTION

 

 

Requesting the Department of Transportation to conduct an assessment report to evaluate the feasibility and practicality of implementing higher levels of commercial general liability insurance for the general aviation industry and helicopter operations at airports in the State.

 

 

      WHEREAS, the Legislature seeks to promote the highest levels of safety in the general aviation industry and in the operation of helicopters in the State; and        WHEREAS, higher levels of required commercial general liability insurance may be associated with increased private sector incentives to adopt national or worldwide best practices; and        WHEREAS, the Airports Council International - North America conducted a study to assist airports in assessing the adequacy of insurance coverage requirements beginning in 2006, which identified general liability limits ranging from a minimum value of $1,000,000 at airports such as San Francisco International Airport to a maximum value of $300,000,000 at John F. Kennedy International Airport; and        WHEREAS, the Legislature seeks to assess and evaluate the feasibility and practicality of implementing higher levels of commercial general liability insurance for the general aviation industry and helicopter operations at airports in the State; now, therefore,        BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, the House of Representatives concurring, that the Department of Transportation is requested to conduct an assessment report to evaluate the feasibility and practicality of implementing higher levels of commercial general liability insurance for the general aviation industry and helicopter operations at airports in the State; and        BE IT FURTHER RESOLVED that the Department of Transportation is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2024; and        BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of Transportation.      BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, the House of Representatives concurring, that the Department of Transportation is requested to conduct an assessment report to evaluate the feasibility and practicality of implementing higher levels of commercial general liability insurance for the general aviation industry and helicopter operations at airports in the State; and

 

     BE IT FURTHER RESOLVED that the Department of Transportation is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2024; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of Transportation.
