A BILL FOR AN ACT

 

 

relating to homelessness.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

      SECTION 1.  (a)  The department of human services shall develop a safe parking program allowing unsheltered persons who sleep in their vehicles to park on state lands overnight.      (b)  The office of planning and sustainable development shall identify state lands that are suitable for the program.      (c)  The department of human services and office of wellness and resilience shall coordinate with homeless service providers to determine how needed services, including access to showers, laundry facilities, and medical assessments, can be provided to program participants on a mobile basis.      (d)  The department of human services shall submit a report of its findings and recommendations, including a detailed plan for the safe parking program and any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2025.      SECTION 2.  This Act shall take effect upon its approval.       INTRODUCED BY:   _____________________________
