A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Forty-eighth REPRESENTATIVE DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $35,125,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2024-2025 for the purpose of capital improvement projects for the forty-eighth representative district, as follows: 1. Governor Samuel Wilder King intermediate school, Oahu Design and construction for gym improvements to address termites in floors, broken bleachers, and broken basketball hoops. Design $60,000 Construction $450,000 Total funding $510,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 2. Governor Samuel Wilder King intermediate school, Oahu Design and construction for landscaping improvements to address tree overgrowth next to neighboring properties. Design $60,000 Construction $500,000 Total funding $560,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 3. Heeia elementary school, Oahu Design and construction for covered walkway to connect building D to P1, P2, and P3. Design $45,000 Construction $250,000 Total funding $295,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 4. James B. Castle high school, Oahu Design and construction for agricultural farm expansion to accommodate increased ideas into farm education. Design $100,000 Construction $5,900,000 Total funding $6,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 5. James B. Castle high school, Oahu Design and construction for replacement of retaining wall at hillside mauka of football field. Design $80,000 Construction $600,000 Total funding $680,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 6. James B. Castle high school, Oahu Design and construction for theater seating, lighting replacement, and other improvements. Design $60,000 Construction $600,000 Total funding $660,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 7. Kahaluu elementary school, Oahu Plans, design, and construction for A, B, and D building covered walkways. Plans $100,000 Design $100,000 Construction $400,000 Total funding $600,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 8. Kahaluu elementary school, Oahu Plans, design, and construction for portable to house all support services team-counseling and behavioral health services in one room. Plans $100,000 Design $100,000 Construction $1,000,000 Total funding $1,200,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 9. Kahaluu elementary school, Oahu Plans, design, construction, and equipment and appurtenances for library renovation. Kāneohe elementary school, Oahu Design, construction, and equipment and appurtenances for cafeteria expansion to provide covered dining for upper level grades. Design $60,000 Construction $450,000 Equipment $30,000 Total funding $540,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 11. Kāneohe elementary school, Oahu Design, construction, and equipment and appurtenances for lower parking lot expansion, relocation of existing basketball court, and other improvements. Design $80,000 Construction $690,000 Equipment $10,000 Total funding $780,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 12. Reverend Benjamin Parker elementary school, Oahu Design and construction for covered student pickup and drop off area to address safety issues. Design $75,000 Construction $350,000 Total funding $425,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 13. Reverend Benjamin Parker elementary school, Oahu Design and construction for new elevator to join and provide access to three adjacent buildings. Design $65,000 Construction $450,000 Total funding $515,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 14. Waiahole elementary school, Oahu Design and construction for covered walkways. Design $150,000 Construction $850,000 Total funding $1,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 15. Waiahole elementary school, Oahu Design for ADA accessibility. Design $300,000 Total funding $300,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 16. Hawaiʻi state hospital, Oahu Design and construction for renovations of Bishop building for use as a skilled nursing facility with on-site parking. Design $1,500,000 Construction $11,000,000 Total funding $12,500,000 The sum appropriated for this capital improvement project shall be expended by the department of health. 17. Hawaii state hospital, Oahu Design, construction, and equipment and appurtenances for bed expansion for Guensberg and Bishop buildings. Design $1,000 Construction $4,198,000 Equipment $1,000 Total funding $4,200,000 The sum appropriated for this capital improvement project shall be expended by the department of health. 18. Hawaii state hospital, Oahu Design, construction, and equipment and appurtenances for repairs to chilled water line and related improvements. Design $1,000 Construction $598,000 Equipment $1,000 Total funding $600,000 The sum appropriated for this capital improvement project shall be expended by the department of health. 19. Hawaii state hospital, Oahu Design, construction, and equipment and appurtenances for upgrades to fire alarm panel and related improvements. Design $1,000 Construction $358,000 Equipment $1,000 Total funding $360,000 The sum appropriated for this capital improvement project shall be expended by the department of health. SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.
