A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Thirty-fourth REPRESENTATIVE DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $84,430,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2024-2025 for the purpose of capital improvement projects for the thirty-fourth representative district, as follows: 1. Momilani elementary and Pearl City high school joint integrated academy Plans, design, and equipment and appurtenances for a joint integrated academy for Momilani elementary school and Pearl City high school. Plans $2,500,000 Design $40,000,000 Equipment $2,000,000 Total funding $44,500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 2. Momilani elementary school Design and construction for perimeter fencing and security improvements and all related work, including new and refurbishing work, repair and renovation, ground and site improvements. Design $50,000 Construction $3,500,000 Total funding $3,550,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 3. Momilani elementary school Design and construction for renovation, resurfacing, and reflooring of the multi-purpose cafeteria. Design $50,000 Construction $1,000,000 Total funding $1,050,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 4. Momilani elementary school Plans, design, and construction for the expansion, renovation and improvements, ground and site improvements for an administrative building. Plans $1,000,000 Design $1,000,000 Construction $15,000,000 Total funding $17,000,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 5. Palisades elementary school Construction for an outdoor play court. Construction $5,500,000 Total funding $5,500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 6. Pearl City elementary school Plans, design, construction, and equipment and appurtenances for slope stabilization for the hills on campus. Plans $10,000 Design $10,000 Construction $5,000,000 Equipment $20,000 Total funding $5,040,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 7. Pearl City elementary school Plans, design, construction, and equipment and appurtenances to replace campus waterlines. Plans $10,000 Design $10,000 Construction $2,500,000 Equipment $20,000 Total funding $2,540,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 8. Pearl City high school Design and construction to resurface tennis courts. Design $50,000 Construction $600,000 Total funding $650,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 9. Pearl City high school Design, construction, and equipment and appurtenances to retrofit stadium lighting. Design $50,000 Construction $300,000 Equipment $150,000 Total funding $500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 10. Pearl City high school Plans, design, construction, and equipment and appurtenances to retrofit and renovate A/B, C/D, and KLM elevators. Plans $50,000 Design $200,000 Construction $1,000,000 Equipment $100,000 Total funding $1,350,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 11. Waiau elementary school Construction for the completion of electrical upgrade. Construction $500,000 Total funding $500,000 The sum appropriated for this capital improvement project shall be expended by the department of education. 12. Waiau elementary school Plans, design, construction, and equipment and appurtenances for covered walkways for portables and sidewalks for safety and shelter. Plans $100,000 Design $100,000 Construction $2,000,000 Equipment $50,000 Total funding $2,250,000 The sum appropriated for this capital improvement project shall be expended by the department of education. SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.
